Specialist in Civic and Social Responsibility At Counterpart International

In El Salvador, the Transparency and Accountability Activity in the Public Sector (TAPS), hereinafter “the Project,” is a five-year project funded by the United States Agency for International Development ( USAID) that seeks to improve the transparency and accountability of entities of the Salvadoran State, including municipalities, and compliance with anti-corruption policies; as well as increasing citizen participation and oversight of State activity to prevent and combat corruption.

To meet the stated objectives, Counterpart International seeks to hire the services of a person who is a Specialist in Civic and Social Responsibility to support the Civil Society Coordinator, hereinafter the Coordinator, in the technical and operational execution of the various activities of said area within the project.

Responsibilities

  • Support the daily technical management of all initiatives aimed at improving social audits, transparency and accountability in the public sector, and which will be executed by civil society organizations, academia and think tanks, industry associations. private sector and media in the country.
  • Support the construction of strategic alliances with key actors and stakeholders within civil society, academia and think tanks, private sector associations and the country’s media, to promote social audits, demand greater transparency and demand accountability in the country’s public sector.
  • Support the construction and improvement of methodologies to improve the impact of civil society, academia and think tanks, private sector associations and the country’s media in social audits, transparency and accountability of the country’s public sector.
  • Support the Coordinator in all actions to be agreed upon with the other members of the project’s technical and subsidy team, to guarantee the effective and efficient implementation of the activities to be executed in accordance with the established planning.
  • Design, and lead if appropriate, training and facilitation events with project staff, implementing partners and other interested parties.
  • Prepare, and coordinate, if applicable, the preparation of monthly and semi-annual reports, as well as any other product that is required, to send to USAID.
  • Supervise the personnel under his/her charge, ensuring that they have effective technical support for the performance of their duties.
  • Support in any other activity that is delegated by the Civil Society Coordinator and that is related to the work in charge, for the fulfillment of the objectives and expected results.

Qualifications

  • Bachelor’s degree in sociology, political science, international relations, public or private administration, economics, or similar areas.
  • Master’s or Diploma in related fields.
  • Relevant experience of at least eight (8) years in a) analysis and development of anti-corruption public policies, b) social activism on issues of transparency and anti-corruption, c) promotion of Government, State and Open Data, d) development of quantitative methods and qualitative to measure corruption, e) academic teaching on transparency and anti-corruption issues, promotion of the right of access to public information, f) knowledge of compliance and international anti-corruption certifications.
  • Knowledge of the management of projects financed by international cooperation.
  • Management of computer tools (Office 365, training platforms)
  • Communication, supervision and management skills.

Preferably:

  • Proficiency in the written and spoken English language. This includes the ability to participate effectively in formal conversations, read technical materials, and write technical reports.
  • Detailed knowledge of Salvadoran civil society actors (civil society organizations, academia, think tanks, private sector associations and the country’s media).
  • Knowledge of cooperative project management, as well as agency policies, regulations, procedures and practices.
