The RBM Partnership to End Malaria
The RBM Partnership is a global health initiative established to implement coordinated action against malaria. It mobilizes efforts and resources and builds consensus among partners. Its primary work is through its Partner Committees, which formalize, consolidate and amplify the Partnership’s priorities of advocacy, resource mobilization and support to countries and regions. Each Partner Committee is supported by a Partner Committee Lead who is employed by the RBM Leadership Team. The Country and Regional Support Partner Committee (CRSPC) provides a platform to engage the RBM Partnership community in coordinating support to countries and regions as they implement their malaria control and elimination programs. Support is tailored to the needs and existing capacities in each country and region.
Functions and responsibilities
The Specialist for Digitalization of Insecticide-Treated Mosquito Net (ITN) Campaigns works for UNOPS/RBM to encourage and support countries in addressing challenges related to the development of digital platforms for ITN campaigns and/or their widespread use. A significant increase in investments in digitalization of ITN campaigns is expected in the coming years, requiring the involvement of experienced consultants. The consultant is involved in addressing challenges related to the introduction or widespread use of digitalization of ITN campaigns, and the use of different platforms.
The specialist must have expertise in the evaluation, development, governance and implementation of tools and technologies for digitizing MII distribution campaigns.
The missions which may be entrusted to him consist in particular of:
- Provide technical inputs to the context analysis and operational needs for the digitalization of ITN distribution campaigns in close collaboration with malaria control programs and any other interested stakeholders with a clear definition of the aspects of the campaign that will be digitalized (macroplanning, microplanning including geo-located microplanning, household registration, distribution, logistics and supply chain, supervision and monitoring, social behavior change, etc.).
- Conduct an assessment of the country’s digitalization ecosystem and key indicators (internet penetration rate, social media usage, national network coverage, etc.), identifying opportunities, weaknesses and gaps associated with the digitalization of the countryside.
- Promote discussions on digital platform selection and the functionalities required to achieve digitalization goals.
- Provide technical inputs to the development of the digitalization action plan based on the results of the context analysis and operational needs and ensure its alignment and coherence with the global MII strategy and other programmatic activities (CSC, logistics and supply chain, monitoring and evaluation).
- In close collaboration with Logistics, support the development of a detailed budget based on clear quantitative data relating to personnel (nationally or internationally recruited) and training, hardware and software (specifications and number of smartphones, main scanning platform and related applications, etc.) required for the digitization of campaigns.
- Support the development of the detailed schedule of digitalization activities and the roles and responsibilities of each of the stakeholders and service providers.
- Define the methods for assessing risks that may arise during the digitalization of campaigns and the associated mitigation measures.
- Participate in the configuration of the digitalization platform by providing support to the process of defining, deploying, monitoring and implementing country-specific requirements.
- Draft related documents such as job descriptions for digitization staff, terms of reference for the sub-digitization committee, smartphone usage, software specifications and standard operating procedures for digitization.
- Provide technical inputs to the definition of primary parameters for the evaluation of the pilot digitization campaign and necessary adjustments before scaling up.
- Provide technical advice for organizing the post-campaign digitalization evaluation meeting, including creating tools to collect information from beneficiaries and campaign workers.
- To formulate recommendations regarding the workflow of the digitalization campaign, the process of collecting data from households using smartphones (purchased equipment or BYOD [Bring Your Own Device] approach) and applications and the process of sending this data to the main platform via the Internet.
- Monitor progress of digitalization efforts, assess their impact and suggest improvements based on data analysis and stakeholder feedback.
- Support the updating of the online digitalization forward tracking for each country section as digitalization progresses during the campaign.
- Act in consultation with various stakeholders, including government representatives, health workers and technical partners, to ensure the successful implementation of the digitalization of MII distribution campaigns.
Training
- Advanced university degree (Master’s degree) preferred, preferably in medical informatics (public health or social sciences), information and data management systems, computer science and data collection systems programming or a related field. An undergraduate degree (Bachelor’s or Bachelor’s degree) may be considered with two additional years of experience.

- Technical/professional degree with 8 additional years of experience

- Technical/professional degree with 11 additional years of experience
OR
- Secondary school diploma with 13 years of experience
Professional experience
- A minimum of 5 years of professional experience in public health, or related fields, and more specifically in the field of digital health and/or campaign management, with the use of health campaign platform software such as DHIS2, Commcare, RedRose, Health Campaign and data collection tools such as ODK, Kobo, Power BI, Tableau, etc., is required.
- Knowledge of digital health tools and technologies, such as mobile applications, data management systems and online reporting platforms
- Experience working on mass ITN distribution campaigns, mass vaccination campaigns or other large-scale programs such as food distribution, emergency operations, disaster response or other large-scale health or humanitarian programs is required.
- Proven experience in developing guidance documents, technical specifications and operational processes for digital health interventions or digitalization of campaigns is required
Desirable skills:
- Excellent communication skills to effectively convey technical information to non-specialist stakeholders, and coordination skills to manage multi-country initiatives
- Knowledge of health policies and national malaria control programmes in the broad sense
LANGUAGES:
- Proficiency in French is essential.
- Working knowledge of other languages such as English or Portuguese desired
