Position Title: Sr. Monitoring and Evaluation Assistant

Context:

Under the overall supervision of the Head of Sub-Office and under the direct supervision of the National Project development and Reporting Officer in Cotabato, Philippines, and with technical supervision provided by the National M&E Officer in Manila, the successful candidate will provide support to the information management, monitoring, evaluation, and learning needs of the IOM’s humanitarian, development, and peacebuilding programming in Mindanao. S/he is also expected to serve as the technical focal to support the development and operationalization of Accountability for Affected Population (AAP) framework for Mindanao programming.

Core Functions / Responsibilities:

1. Support the heads of thematic units, with technical guidance from the National M&E Officer in Manila, develop M&E plans and tools in line with IOM and donor requirements.

2. Coordinate and guide, with technical guidance from the National M&E Officer, the M&E Units across Mindanao in terms of standardizing and localizing data and information management for better M&E tracking.

3. Provide guidance and support to relevant field counterparts including information management (IM)/Monitoring & Evaluation (M&E) colleagues to implement the process of monitoring targets and indicators using agreed M&E Frameworks and work plans, including application of standardized M&E tools and facilitate and guide their application within the project area of responsibility (AoR).

4. Undertake duty travel to support field monitoring and evaluation visits in coordination with Programme Coordinators to monitor technical compliance and timely execution of projects vis-à-vis approved plans and baselines.

5. Coordinate IM/ME missions commissioned/organized by external partners and donors and facilitate access to M&E data to relevant stakeholders.

6. Conduct regular M&E coaching and feedbacking sessions for colleagues and Implementing Partners (IPs) in the field to:

a) promote adherence to agreed standards of implementation.

b) create greater awareness of reporting requirements.

c) encourage widespread use of appropriate data collection methods; and

d) gather feedback regarding the effectiveness of these methods.

7. Consolidate and analyze data on programme implementation and indicators, report any deviations and issues to the supervisor and National M&E Officer, and support in providing recommendations to address the challenges.

8. Draft, review, and consolidate monitoring reports, and contribute to regular and timely distribution of information and communication materials on Mindanao programming across the Mission and relevant humanitarian and development stakeholders in the country, ensuring the accuracy of data and information and highlighting results, impact and best practices and lesson learned.

9. Support the organization of mid-term and final evaluations in line with IOM and donor requirements.

10. Provide relevant IM/M&E information and assistance in the development of projects in particular in order to meet the requirements on M&E as set out by donors and IOM M&E framework.

11. Serve as the technical focal to support the development and operationalization of Accountability to Affected Population (AAP) framework for IOM’s programming in Mindanao; and contribute to execution of risk mitigation measures in Mindanao programming including on Sexual Exploitation and Abuse (SEA).

12. Perform such duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social or Political Science, Development Studies, Statistics or any related field from an accredited academic institution with four years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution with six years of relevant professional experience.

Experience

  • Experience in Information Management for Programme Monitoring and Evaluation in Mindanao context.
  • Experience in IM/M & E development and implementation, information analysis and report writing.
  • Working experience with UN agencies, NGOs and/or other humanitarian and development agencies.

Skills

  • Proven ability to consolidate and validate information from multiple sources.
  • Proven ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel, a must.
  • Knowledge of ACCESS and statistical analysis, preferred.
  • Knowledge on project management in a development and health context ideal
  • Solid knowledge of Mindanao context, especially the various conflict contexts in the BARMM, an asset
  • Extensive knowledge in the BARMM Provinces cultural practices and context setting.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge in any Mindanao languages.
