Context:

Under the overall supervision of the Chief of Mission (CoM) in Manila, the direct administrative supervision of the Head of Sub-Office and the technical supervision of the National Staff Counselor, the successful candidate will be responsible for the following:

Core Functions / Responsibilities:

  • Provide case management services to support staff and dependents in IOM Philippines Country Office. This will include assessment, confidential one-to-one, group sessions, and established referral pathways to IOM services and local, and national level services where appropriate.
  • Establish and strengthen local referral mechanisms to ensure staff have an awareness of resources and services, especially in times of crisis.
  • Coordinate and strategize with National Staff Counsellor.
  • Assist in initial assessments/prioritization of staff who may be in crisis situations and require referral pathways to emergency psychological and/psychiatric support with IOM Philippines.
  • With support from the National Staff Counsellor, assist in delivering training as needed on relevant topics including but not limited to stress management, emotional processing, and work-life balance.
  • Increase awareness and support to staff through the dissemination of culturally and gender appropriate psycho-educational material.
  • In coordination with National Staff Counsellor, support the development of a peer support network for humanitarian community in IOM Philippines.
  • In coordination with National Staff Counsellor, implement preventative initiatives, e.g., preparing for critical incidents through awareness raising and mapping existing services.
  • Coordinate with the Security Officer towards including provisions for creating pathways to services providing psychosocial needs of staff during emergencies and following critical incidents in the Country Office security plans.
  • Prepare reports, case notes and perform other administrative duties in a professional manner.
  • Undertake duty travel when necessary.
  • Perform other duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in social work, psychology, guidance counselling, or other mental health profession with at least three years of relevant work experience.
  • Completed secondary education with five years of relevant work experience.
  • Additional trainings or certifications on related fields, such as alcohol/substance abuse, stress management, critical incident stress management, cross-cultural communication, conflict resolution, trauma, etc. will also be considered.

Experience

  • Experience with other UN Agencies, International Humanitarian Organizations, or Employee Assistance Programs considered essential.
  • Experience in a range of related fields, such as alcohol/substance abuse, stress management, critical incident stress management, cross-cultural communication, conflict resolution, trauma, etc. will also be considered.

Skills

  • Proficiency in MS Office and Web based applications.
  • Excellent communication, interpersonal and writing skills.
  • Good analytical and problem-solving skills.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
