The USAID Frontier Health Markets (FHM) Engage project aims to improve the functioning of local health markets and support the effective engagement and inclusion of the private sector to advance voluntary family planning, maternal and child health, malaria, TB, and HIV/AIDS outcomes . FHM Engage employs several key approaches, including a market development approach, adaptive learning, and working through regional and local actors to properly contextualize challenges and identify sustainable solutions to improve private sector health markets.

FHM Engage seeks to support USAID Guinea to advance and accelerate improvements in Family Planning (FP), Maternal and Child Health (MCH), Malaria, and Global Health Security (GHS) outcomes by working with local partners for sustainable provision of quality health services, products, and information.

FHM will facilitate and support strategic engagement and partnership with a range of health NGOs, civil society, and private sector organizations to increase access to affordable health products and services, and to improve Guinea’s health system preparedness for any potential disease outbreaks. FHM will provide them with tailored technical assistance, financing, and capacity building expertise.

FHM Engage aims to support USAID/Guinea to achieve the following results in support of FP, MCH, Malaria, and Global Health Security:

Result 1: Improved market environment for greater local NGO, civil society, and private sector participation in the delivery of high-quality FP and other health products, services, and information.

Result 2: Improved equal access to, and uptake of, high-quality consumer-driven FP, Maternal and Child Health, Malaria and other health products, services, and information, including Global Health Security outcomes.

1. Scope of Work:

FHM Engage is looking for a consultant to support the program’s start-up to build a strong foundation to achieve the above results. The consultant will support the following activities:

1. Identify and establish relationships with priority stakeholders and potential implementing partners:

• Conduct a mapping and interviews with local private sector organizations, NGOs, CSOs and professional associations that are providing health services and/or products through the private sector. Identify organizations that can support the country’s One Health strategy, an inter/multi-sectoral platform that enables coordinated response to disease outbreaks by the MoH, MoAg, and MoEnv.
• Establish contact with priority partners including but not limited to those working with the private sector, Ministry of Health, and USAID implementing partners. The consultant will introduce the FHM Engage global project and inform partners about FHM planned work and explore partner collaboration.
• Conduct preliminary informal assessments of local organizations (including those receiving USAID funds) and potential private partners including professional associations, commercial health product importers, mining companies, and private health service providers. The consultant will document the current activities, current funding sources, and the organizations’ capacity and potential for transitional awards from USAID.

1. Support for Guinea Private Sector Market Analysis: The starting point for all FHM Engage’s work is a robust description of the health market. These health market descriptions set the foundation for understanding root causes of underperformance of the market. The consultant will work with members of the FHM technical team to implement the necessary components of the market assessment and conduct key informant interviews.
2. Project start-up management:

• Project staff recruitment: lead recruitment and interviewing for an in-country team that has the correct technical skill mix and work style to achieve project objectives.
• Provide technical direction for project strategy and activity development, AMELP development and project targets.
• Provide overall leadership, management, and strategic technical direction for project start up.
• Coordinate and collaborate with the FHM Engage core team.
• Coordinate closely with USAID/Guinea activity manager.
• Prepare required USAID reports.
• Oversight of project budget.

2. Landscape Assessment of the types all the organizations listed above in section 1. The assessment will include a summary of the organizations contacted, and a description of their current activities and current investments. The consultant will also refine criteria to determine the organizations’ capacity and potential for partnership and potential to receive a USAID award. The consultant will analyze and summarize these results. This will be summarized in a 30-40 page report*.*
3. Activity design and launch : Consultant will refine and provide additional detail for initial six-month startup program activities, and finalize and start implementation of the year 1 workplan. The consultant will agree upon the priority activities with the FHM technical team. Deliverables include a) a detailed year 1 workplan, b) monthly progress reports for supervisor, c) a log of points of contact with priority stakeholders, dates of meeting, topics discussed and recommendations for future engagement.
4. Qualifications of the Consultant:

• Advanced degree in public health, clinical medicine, management, organization development or related field.
• Demonstrated leadership experience on a USAID-funded project required.
• Experience in health markets (family planning and MNCH) and health systems strengthening.
• At least 10 years of professional experience in providing technical assistance or leadership of FP and maternal and child health programs. Experience in One Health and Global Health Security has more.
• Strong technical writing and presentation skills, and ability to communicate effectively to diverse audiences.
• Proven capacity acting in a high-level representative role and working with different stakeholders, including US and local government officials, and private sector actors.
• Fluency in English and French, written and spoken.

Duration of Assignment: This assignment is expected to be 3-6 months starting in April/May 2024.

Outcome 1: Improved market environment for greater participation of local NGOs, civil society and the private sector in the delivery of high quality FP and other products, services and information health products, services and information.

Outcome 2: Improved equal access to quality consumer-oriented products, services and information on FP, maternal and child health, malaria and other products, services and information in the area of health, including with respect to global health security outcomes, and improving the uptake of these products, services and information.

Identify organizations likely to support the national One Health strategy, an inter/multisectoral platform that enables the Ministry of Health, the Ministry of Agriculture and the Ministry of the Environment to provide a coordinated response to epidemics.
   2. Establish contacts with priority partners, including but not limited to those working with the private sector, Ministry of Health, and USAID implementing partners. The consultant will present the global FHM Engage project, brief partners on FHM’s planned work, and explore collaboration opportunities with partners.
   3. Conduct informal preliminary assessments of local organizations (including those receiving USAID funds) and potential private partners, including trade associations, commercial health importers, mining companies, and health service providers. private health. The consultant will document current activities, current funding sources, organizations’ capacity, and their potential for USAID bridge grants.
