Overview of Position

Over the past 10 years, The Federal Government of Somalia (FGS) has focused on laying down the groundwork for state formation, Reform and rebuilding the country. Much has been achieved. The government has developed legal frameworks, governance structures, public financial management processes, formalised Somalia’s presence in the international community, strengthened relations with neighbouring countries, re-structured key institutions, established reconciliation forums for dialogue, developed the path for political reform and put in place the architecture for linking international support to the country priorities. The Office of the President (OoP) assists the President to fulfil his national and international duties and responsibilities according to the Provisional Constitution and with utmost efficiency. The President Office has identified the need for establishing an advisory team that enables the President in delivering his national mandate and enables the three branches of the government to function and deliver their goals and objectives.

Role Objectives

The Purpose of this assignment is to support the Office of the Minister of State for the Presidency in the development and implementation of strategies and initiatives to promote good governance, peacebuilding, and state-building in Somalia. The State and Peacebuilding Junior Specialist will closely work with the key offices within the Presidency, will be engaged on key tasks including the President’s Reform Agenda, the President’s Legislative Agenda, the National Consultative Council (NCC), the Constitutional Review Process, and the Green Somalia initiative, among others as assigned by the Minister of State for the presidency.

  • Assist the Office of the Minister of State in the development and implementation of the President’s Reform Agenda.
  • Support to ensure all initiatives align with the overall goals and objectives of the administration and the President’s vision. Support the Office of the Minister of State to contribute to the planning, organisation, and execution of the National Consultative Council (NCC), coordinating with relevant stakeholders to ensure a successful and inclusive process in the council.
  • Maintain track record of all NCC meetings, commitments and milestones., and follow-up on the implementation of agreed items.
  • Support the Office of Minister of State in effectively contributing to the Constitutional Review Process while providing facilitation dialogue among stakeholders.
  • Support the Minister of State work with relevant ministries, departments, and agencies while leading promotion of the Green Somalia initiative, the flagship project of the President in focusing on environmental sustainability and climate resilience.
  • Support the Office of the Minister of State to establish and maintain strong relationships with national and international partners, including donor agencies, NGOs, and civil society organisations.
  • Support efforts to enhance collaboration and effective communication.

Further Information

  • Previous experience in the Somali state-building process is an asset.
  • At least 5 years of experience in the area of supporting peace building or researchdevelopment or project implementation in a government or international organisation is required.
  • Previous work experience in Somalia is an asset.
  • Knowledge of Somali political, social, and economic contexts is an asset
  • Excellent communication and interpersonal skills, with the ability to build and maintain effective relationships with stakeholders.
  • Demonstrated ability to work under pressure, to adapt to changing work and project circumstances and respond to unforeseen developments in a flexible manner is an asset.
  • Computer proficiency in MS Office, Computer literacy skills with standard software is required.
  • Ability and willingness to travel across Somalia is required.
