OBJECTIVE OF THE WORK
The State Coordinator will be responsible for ensuring the successful implementation of a WFP-funded project in Yaracuy State, throughout all stages of the project cycle. The project will be developed within the framework of food basket deliveries and meals served in schools in cooperation with WFP. The project’s focus areas are: Food Security, Nutrition, Hygiene. The Project Coordinator will be responsible for supervising and building the capacity of the different teams dedicated to each of these project components, as well as technical staff/advisors. Depending on the needs, the Coordinator may also participate in the design of future projects. The Coordinator will report to the Base Manager.
OBJECTIVES
• Planning of project activities (review, development of an implementation strategy, work plan, identification and planning of technical skills and project implementation requirements according to relevant standards)
• Monitoring of implementation (daily monitoring of project activities, anticipation and
mitigation of risks, problem solving and planning of corrective measures)
• Documentation and compliance (preparation, compilation and archiving of records and documents
proving the completion of activities), creation and updating of instruments and mechanisms
to ensure that activities are carried out in compliance with donor regulations
• Engagement and accountability to beneficiaries (safeguarding of beneficiaries, communication with communities, community participation, grievance resolution)
• Internal coordination (organization and participation in meetings)
• External coordination (organization and participation in bilateral and multilateral meetings and platforms
, such as sectoral meetings, communication with donor at field level)
• Security management (through regular analysis of the context and negotiation of access,
supporting security and movement management) related to the project)
ROLES AND RESPONSIBILITIES
Human Resources
• Planning (Structuring and organizing the team including assignment of roles and
responsibilities)
• Staff development and capacity building (Proactive and ongoing assessment of training needs and interest of team members, identification of training opportunities including internal and external, mentoring)
• Staff management (Establishing work plans, vacation planning, periodic appraisals, conflict resolution)
Logistics
• Procurement (in coordination with Logistics Department)
• Quality Control (Verification of samples and purchased items)
• Inventories (Monitoring project stock volumes)
• Transportation (Involvement in vehicle management)
• Assets (Monitoring availability and usage of assets)
Finance
• Budget monitoring/Expense control (Periodic expenditure forecasting and cross-checking)
• Preparation of cash requisitions.
Quality control
• Monitoring and evaluation (supporting the implementation of monitoring activities carried out by the
Diagnostic, Monitoring and Evaluation Department; participating in monitoring activities; measuring relevant project indicators)
• Learning (feeding the lessons learned database, applying past lessons learned to future projects)
Grant management and fundraising
• Contractual obligations: in coordination with the Project Development Department, ensure compliance with contractual obligations, donor procedures and donor requests
• Actively participate in the project launch, review and closing meeting
• Reporting: prepare regular narrative reports and update reporting tools, and share them with the Project Development Department
• In response to a fundraising opportunity identified by the Project Development Department, provide input into the project design, including strategic programmatic options, appropriate activities, suitable locations, targeted beneficiaries, staffing needs and costs
Prevention of sexual exploitation and abuse
• Create and maintain an environment that prevents sexual exploitation and abuse sexual exploitation and abuse and promote the
implementation of ACTED’s zero tolerance policy and code of conduct.
QUALIFICATIONS, HUMAN QUALITIES, KNOWLEDGE AND
TECHNICAL SKILLS REQUIRED
Qualifications
• Undergraduate or specialization in Logistics, Nutrition, Social Sciences, International Relations or Humanitarian Protection,
• Previous experience of at least 5 years in the execution and management of humanitarian projects with a focus on logistics and food security
• Previous experience working with United Nations agencies or non-
governmental organizations
• Previous experience working in the school context and vulnerable groups.
Knowledge
• Food Safety and Nutrition
• Water, Sanitation and Hygiene Sector
• Strong computer skills (MS Word and Excel)
• Fluency in English (written and spoken) is an advantage

CONTRACTUAL CONDITIONS:
– Contract for the provision of services for 3 months with the possibility of extension.
– Start date January 2025.
– On-site work and travel to municipalities within the state of Yaracuy.
