State Facilitator At CTG

Overview of position:

The State Facilitators will provide support to our client Gen U 9ja activities and intersectoral programmes at State level. They will provide essential linkages between governments, private sector, youth groups, and most importantly our client NCO field offices of implementation, serving to coordinate Young People’s Integration to improve the reach, engagement, and impact of our client Generation Unlimited (GenU 9JA) through U-Report and the Youth Agency Marketplace (YOMA) platforms. They will also supervise and coordinate the Young People Action Team (YPATs) and volunteers across the select states within their region. The State facilitators will also play a critical role in reporting on challenges, and follow-up, escalate, and close cases raised in the U-Partners Platform. They will also work with partners and organizations to develop context-specific polls for U-Report and content design on YOMA. Their presence in the field will provide the required programme monitoring to ensure maintenance of quality of implementation according to national and international protocols as well as an independent layer of accountability.

Role objectives:

Scope of Work:

In close consultations with the supervisor, the State Facilitators will coordinate our client Gen U 9ja activities including the following:

1. Support to programmes development and planning:

  • Support the generation of evidence-based data for adolescents and young people and implementation of activities to promote their development and participation at state-level. They will also support monitoring results on related programmes/projects. Support research work on Adolescents’ participation and namely the mapping of existing youth-led organizations at state level.
  • Contribute to the goals, objectives, strategies, and implementation plans for the adolescent development programmes/projects. Prepare relevant documentations including reports and recruitment forecasts, states’ progress, goals, and quarterly initiatives based on the agreed targets for programme review and approval.
  • Work closely and collaboratively with GenU Nigeria Secretariat Team, colleagues, and partners to discuss methodologies and to assess national priorities/competencies to ensure the achievement of concrete and sustainable results for GenU Nigeria’s Youth Engagement pillar.
  • Enhance adolescents’ and young people’s participation, engagement, and development priorities, through Ureport, YOMA and Challenges
  • Support our client field offices to identify and support the delivery of programmes for adolescents and young people’s participation and development.
  • Coordinate state-level campaigns for better reach, meaningful engagement, and improved impact.

2. Programme management, monitoring and delivery of results:

  • Contribute to tracking results and monitoring performance indicators contributing to the delivery of sustainable results on adolescent and young people’s development programmes and projects, with a particular focus on Ureport, YOMA and other activities.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with our client GenU 9JA team and partners such as government, private sector partners and other counterparts to assess progress and to determine required action/interventions to achieve results at scale.
  • Prepare/assess routine monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor state-level adolescent development programmes/projects, such as Ureport, YOMA and Young People Action Team.
  • Monitor and verify the optimum/appropriate use of programme resources (financial, administrative, and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability, integrity and ensuring timely reporting and liquidation of resources.
  • Prepare regular/mandated programme/project reports for management, and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation:

  • Provide technical guidance and operational support to client GenU 9ja adolescent development and participation to support programme management, implementation, and delivery of results. This will include providing regular monitoring of UReport, designing, and organizing Youth Challenge, supporting the Young People Action Teams throughout the country and working closely with the government counterparts such as National Youth Service Corps.
  • Participate in programme meetings including our client contribution to GenU programme development and contingency planning to provide technical and operational information, advice, and support.
  • Create mechanisms for engagement with the youth to help improve both UReport and YOMA platform.
  • Supporting activities related to the operational research, including research, analysis, and synthesizing of information gathered during engagement sessions.

4. Networking and partnership building:

  • Contribute to building and sustaining effective close working partnerships with relevant partners such as private sector partners, youths, government counterparts, state stakeholders and academia through active networking, advocacy, and effective communication to reinforce cooperation to achieve sustainable and broad results on adolescent development and participation initiatives onboard our client GenU 9ja.
  • Prepare communication and information materials for programme advocacy to promote awareness, establish partnerships/alliances for our client GenU 9JA on young people’s engagement and ensure that adolescent development and participation programmes and initiatives are adequately resourced and supported.
  • Participate and/or represent our client in appropriate adolescent and young people’s activities, discussions, and planning.

5. Innovation, knowledge management and capacity building:

  • Apply/introduce innovative approaches and good practices on adolescent development and participation to build the capacity of GenU partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
  • Keep abreast, research, benchmark and implement best practices on adolescent development and participation. Assess, institutionalize, and share best practices and knowledge learned.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.

Project reporting:

Deliverables:

  • Achieve assigned monthly recruitment quota in designated LGAs and states.
  • Develop and maintain strategic state account plans.
  • Identify and attend 1 event monthly to showcase U-Report in designated states.
  • U-Report Churn Rate – Percentage of U-Reporters who exit the platform.
  • Completeness and accuracy of Contacts.
  • Cases Resolved on U-Platform.
  • Collect and publish a minimum of 2 stories from assigned states on social media weekly.
  • Provide bi-weekly and monthly reports on Reach, Enrolment, and Engagement of UReporters/Yomates as required.
  • Provide bi-weekly updates on the functioning of the community nutrition volunteers and ward nutrition supervisors.
  • Provide bi-weekly updates on the delivery of nutrition services at the facility level.
  • Provide bi-weekly updates on the status of nutrition supplies at the facility and LGA levels.
