STATUTORY AUDIT BUREAU MALI FY 2023 At International Alert

1. Context:

International Alert (Alert) is an international non-governmental peacebuilding organization that works with people directly affected by conflict to find peaceful solutions. Alert works in more than 30 countries and territories and manages offices in 18 countries, including Mali. The Mali office has been open since 2013.

Our mission is to:

  • Work directly with people affected by violent conflict to help them achieve peace. This means working in partnership with local and regional groups to develop mutual understanding between those divided by conflict and identify new solutions.
  • Work with governments, international institutions and businesses to help them understand the impact of their actions on local communities and recognize the views of people affected by conflict.
  • Strengthen the expertise, impact and profile of the peacebuilding sector. This means raising awareness of the importance of peacebuilding and working within the sector to improve the means by which the root causes of violent conflict are addressed.

Each year, in accordance with Malian legislation, it is required to submit an annual report, accompanied by certification of the accounts by an external audit firm. In this context, International Alert would like to invite qualified audit firms operating and registered in Mali to submit a technical and financial proposal for the provision of external audit services for the organization and for the financial year going from January 1, 2023 to December 31, 2023.

The chosen consultant will be responsible for ensuring the certification of the project’s annual accounts, thus contributing to increasing transparency and ensuring compliance with financial standards.

2. Objective of the audit:

The audit will be conducted in accordance with international auditing standards with the following specific objectives:

  1. Audit the financial statements relating to all implemented projects and the financial statements of the country; And
  2. express a professional opinion on the adequacy of the financial management of International ALERT projects by verifying all financial reports and budget monitoring, including summary statements of expenditure, and by evaluating the internal control structure of International ALERT 39;International ALERT. At the end of the audit exercise, the auditor will issue an opinion on the financial statements as well as a management letter.

The audit exercise must begin before January 25, 2023. The audit firm must submit the first draft report within 2 weeks of the start of the audit [KK1] and the final audit report should be available before March 10, 2023.

3. Deliverables

• Financial statement certified in accordance with the laws and legislation in force in Mali (paper and electronic copies) for the period indicated.

• An auditor’s opinion letter addressed to management, which must highlight the weaknesses observed in the internal control system and recommendations to resolve the identified problems.

Interested eligible audit firms in Mali are invited to submit a financial and technical proposal for the provision of the services, providing information demonstrating that they have the required qualifications and relevant experience to carry out the services. services and authorization to operate in Mali. The pre-selection criteria are as follows:

a) Be a recognized professional audit/accounting body (e.g. certified public accountant) registered in Mali,

b) Have proven experience in providing audit services with solid knowledge of donor-funded projects and Malian tax legislation,

c) Have qualified staff with relevant skills in tax law, finance, accounting and auditing in Mali,

d) Demonstrate in the technical offer the methodology and standards to be used to conduct the audit, the capacity; have understood the mission to be carried out.
