JOB DESCRIPTION AND QUALIFICATIONS

Job Title : Strategic Planning Officer

Reporting to : Resource Mobilisation Manager

Supervising : None

Duty Station : Jakarta, Indonesia

Duration of employment : 1 (one) year including 3 months probation period with a possibility of extension

BOARD STATEMENT OF FUNCTION

The Strategic Planning Officer will support the development of long-term strategic planning of the AHA Centre by identifying current and further challenges and opportunities for the AHA Centre and exploring potential ways to strengthen the AHA Centre’s contribution to the implementation of the AADMER Work Programme.

Two main tasks of the Strategic Planning Officer:

  1. Provide strategic thinking and planning support for AHA Centre and ensure its implementation;
  2. Support the function of the AHA Centre as a knowledge hub by carrying out research on relevant themes and topics**.**
  3. Undertake identified assignments as tasked by his/her supervisor.

DUTIES AND RESPONSIBILITIES

  1. Provide strategic thinking and planning support for AHA Centre and ensure its implementation.
    • Develop a 5-year strategic plan based on proven research & analyses respecting the vision and mission of the AHA Centre;
    • Identify challenges and opportunities that are relevant to the mandate of the AHA Centre;
    • Evaluate the progress and adjust the strategic plan, as required, to be relevant, following the trends and needs of AHA Centre.
    • Support the function of the AHA Centre as a knowledge hub by carrying out research n relevant themes and topics Carry out a search and review of academic and non-academic literature in the areas of disaster management, emergency response and humanitarian issues;
  2. Prepare reports, presentations or other strategic documents according to relevant research topics as assigned.
    • Assist the supervisor in supporting supplementary tasks related to programmes and/or projects at the AHA Centre, including emergency response;
    • Coordinate and maintain good rapport with internal and external parties, including ASEAN Member States, ASEAN Secretariat, ASEAN’s partners, donors, and private companies, as well as representatives of other relevant agencies and organisations; and
    • Prepare and implement a fundraising and fund mobilization strategy and activities, including regular reporting on the strategy implementation;
    • Develop proposals on strategic and technical cooperation with partner organisations, in close collaboration with relevant Divisions;
    • Maintain and develop existing and new donor partnership relations effectively and proactively and keep records systematically;
    • Represent the AHA Centre during external events and meetings if necessary.
  3. Undertake identified assignments as tasked by his/her supervisor.

QUALIFICATIONS AND EXPERIENCE

Education

  • Minimum Master’s degree in one or more of the following disciplines: Disaster Management, Disaster Risk and Reduction, Social Science, Development, Business Administration, or related disciplines; and
  • Professional certificate in strategic management will be an advantage.

Experience

  • At least seven (7) years of work experience with a proven track record and exposure in strategic management or strategic planning at a senior level in an international organisation;
  • At least five (5) years of work experience with a proven track record and exposure to disaster and emergency response organisation;
  • Experience in developing strategic plans for complex organisations;
  • Experience in carrying out research (either quantitative or qualitative research), including research design, data collection, data analysis, and report writing;
  • Knowledge of AHA Centre, ASEAN and its regional frameworks in disaster management, such as AADMER, will be an advantage;
  • Knowledge of trends of DRRM (Disaster Risk Reduction and Management) topics at the national and regional levels;
  • Ability to work in a multicultural setting;
  • Ability to demonstrate initiative and work well under pressure; and
  • Excellent command of the English language, both spoken and written.
