Strategy and Development Lead AtGlobal Network of Civil Society Organisations for Disaster Reduction

The Global Network of Civil Society Organisations for Disaster Reduction (GNDR) was
established in 2007. Since then GNDR has grown as the largest international network of civil
society organisations working to strengthen resilience and reduce risk in communities
worldwide. We are more than 1,500 organisations, many of them grassroots and local
community groups as well as national, regional and international organisations and networks.
We support the interface between civil society organisations at the frontline and local,
national and international policy-making institutions and governance structures. GNDR
members work together to amplify the voices of people most at risk and to influence policies
and practices. We strengthen our capacities by creating knowledge, and through
collaborative learning and action. Together our network is working to make an impact in over
120 countries.

Main purpose of the role

The Strategy and Development Lead, as a member of the Senior Leadership Team (SLT)
and wider secretariat team is responsible for leading on the development, monitoring and
review of the GNDR strategy; oversee the annual review and reporting and mid-term strategy
review; support the diversification the source of funding for GNDR with the inclusion of trusts
& foundations and corporate donors in addition to the institutional donors; overseeing the
design and submission of donor proposals against agreed targets and priorities; and
supporting the regional team in fundraising from the donors based in the regions.

Specific Responsibilities

  1. Strategy Development, Monitoring and Review
    ● Horizon scan emerging global and regional socio-economic, political developments
    and humanitarian situations, donor policies, and trends in UN, NGO and civil society
    response in sector good practice to ensure GNDR remains relevant in activities and
    knowledge;
    ● Coordinate the development of the corporate strategy, and its monitoring, annual
    reporting, review and evaluation, ensuring the active participation of the secretariat,
    members, project partners and other external stakeholders;
    ● Coordinate the development of corporate annual plans in line with corporate strategy
    and identified global / regional priorities;
    ● Coordinate the design of implementation strategies, including but not limited to
    Fundraising Strategy, Accountability Strategy, MEAL Framework, Partnerships
    strategy, Membership and Capacity Strengthening Strategy, and Communications
    Strategy;
  2. Fundraising
    ● Oversee the development of a funding strategy and a plan to ensure a sustainable
    financial base for the implementation of GNDR strategy and annual plans;
    ● Responsible for the identification and building of strong relationships with institutional
    donors, trusts and foundations at global, and support the Regional Leads at regional
    and national levels;
    ● Identify and develop strategic partnerships and coalitions with key stakeholders in
    order to form consortia to access funding;
    ● Oversee and assist with the preparation of fundraising concept notes, proposals,
    budgets and grant applications to institutional donors, trusts and foundations;
    ● Ensure provision of capacity development inputs for key members to improve their
    fundraising;
  3. Monitoring, Evaluation and Learning
    ● Coordinate ongoing review of progress against the organisational strategy
    ● Establish and maintain a programme monitoring and evaluation process for GNDR,
    including periodic independent external reviews and evaluations;
    ● Ensure all donor projects and GNDR annual plans are designed in line with the
    organisational strategy and sector good practice and include M&E plans;
    ● Support Regional Leads and Project Coordinators to ensure M&E systems are in
    place for all donor projects and GNDR annual plans so that progress can be tracked
    and remedial action taken where implementation is off schedule;
    ● Oversee the design, commissioning and implementation of external evaluations and
    reviews to demonstrate the learning from and impact of GNDR’s activities;
    ● Collaborate with the Policy Lead and Regional Leads to identify, gather and share knowledge and learning across the secretariat, with membership and with other stakeholders at national, regional and global levels;
    ● Develop and maintain a knowledge bank whereby gathered learning can be stored and accessed across the secretariat;
  4. Team Management
    ● As a member of the senior leadership team, assist with the overall coordination,
    management and development of the Secretariat team;● Develop and model a team culture characterised by a shared understanding of
    GNDR’s vision and strategy and commitment to values;
    ● Lead the staff in Strategy and Development function, ensuring clarity over plans,
    budgets and priorities, providing supervision, guidance and mentoring, encouraging effective teamwork and inclusiveness;
    ● Implement GNDR’s performance management policy with direct reports, with
    objective setting, probationary reviews, regular catch ups, 6-monthly performance
    appraisals, development planning and exit interviews, carried out for staff, and take
    appropriate remedial action to address areas of poor performance;

UK Salary is £54,149. Competitive salary and benefits will be offered based on local market rates for Candidates outside of the UK. No expat benefits are provided.
