Who We Are

Girl Effect is a creative non-profit empowering girls to change their lives.

Started by the Nike Foundation, we are experts in media, mobile, brand and international development; a unique mix of skills that we use to solve global problems differently.
We work across the world in places where girls are marginalised and vulnerable. We create youth brands and mobile platforms for young people in ways that they love and interact with. We deliver these through the media and mobile tech that we use every day – from apps that build skills, TV dramas that explore virtual issues, and magazines written by girls.

Objective

This year, Girl Effect has started a journey to secure an independent future for Ni Nyampinga, a programme for young people in Rwanda. As Ni Nyampinga turns 10, the global organisation believes the time is right for the programme to embark on a journey that will redefine how Ni Nyampinga exists within the Girl Effect portfolio. Girl Effect will continue to support the programme in the years to come, through funding and in other ways, but this will look very different, in scale and scope, from what it looks like today.

The Strategy and Governance consultant/firm will support in setting a process/vision for Ni Nyampinga to become more locally-led and much more sustainable: map opportunities to generate donor funding — so that Ni Nyampinga can continue to serve girls in Rwanda for many decades to come. The process will involve reimagining what Ni Nyampinga does and how it does it to ensure the programme maintains its presence and reach and can deepen its impact with youth audiences and build towards a sustainable future with less subsidy provided by Girl Effect globally. Although Ni Nyampinga will be affiliated with Girl Effect global, it will have its own strategy, taking responsibility for its own fundraising, adapting the team’s structure and ways of working to best suit the local context by June 2022 or earlier.

Scope of work/ Description of Services

Girl Effect is looking for an experienced Strategy and Governance consultant with a strong track record of supporting organisations to determine their future strategies. By developing and facilitating a strategic planning process, this consultancy will involve supporting the team (and key stakeholders) through the visioning and other processes to set a new organisational strategy for Ni Nyampinga as a programme and organisation. This will require doing a situation analysis to understand GER’s distinctive strengths in the Rwanda development/girl centred programming sector and map partnership/funding opportunities (building off the good work GER has already started in this area over the past year) – using insights from the situation analysis to ‘ground’ the visioning – Chart the vision for Ni Nyampinga for 3-5 years and drawing strategy plan on how to get from current situation to future vision

The consultant/firm will be required:

  1. Future strategy process facilitation

● To work very closely with the Country Director and the Rwanda Senior Management Team (SMT) to define detailed processes and structures to help Ni Nyampinga rethink its strategy and approach to governance. This should include programme approach, team structure, and budgets.

● Work with the team to develop vision and mission statements and define organisational values and objectives.

● To plan, organise, lead and facilitate internal and external strategy sessions and workshops, including Girl Effect global and reflecting on the work that has already been done on youth programming and other opportunities for various youth-focused programming and target audiences.

● To support and guide the team to make critical choices and to choreograph Ni Nyampinga transformation journey.

● To work with the team to define Ni Nyampinga’s future operating model, product mix based on what is fundable. There will be a need to review the current costing model or propose a new one and this will involve greater shifts/changes within the organization.

● To support the Country Director and the Rwanda Strategy Group to articulate and capture the new strategy for Ni Nyampinga.

  1. Future organisational set-up/governance

● Review the internal steps of the transition plan to ensure that the set process/ timelines are realistic and to formulate plans for the transition period and beyond.

● Explore a variety of options, including the registration of a new and independent NGO, the creation of a social enterprise or a merger with an existing local NGO and come up with plans/recommendations informed by benefit/cost analysis for each option.

● Identify organizations that could formally embed/merge the Ni Nyampinga programme into their organisation and define the value-add achieved by a partnership or merger between the two organizations.

● Work with the Girl Effect team to recommend the transfer or licensing of the Ni Nyampinga programme and associated intellectual property.

● Layout the terms/agreement of Ni Nyampinga’s relationship with Girl Effect while ensuring that the programme and its assets continue to serve the needs of adolescent girls. This may require appropriate additional governance mechanisms.

● Accompany the Girl Effect team through the transition process and advise as needed.

Expected Commitment: The duration of the consultancy will be 30 days spread over 4 months with the possibility of extension. This consultancy is expected to commence on September 1st, 2021.

Project milestone

The consultant will be required to submit weekly progress reports.

● Week 1 – Consultant onboarding, provides a road map and submits an inception report.

● Week 2 & 3 – Desk review and facilitate strategy sessions to gather insights to inform the development of the strategy. Presentation and validation of the strategic thinking and direction

● Week 4 & 5 – Draft strategy document that includes programme approach and model. Present to the internal team for feedback and incorporate feedback.

● Week 6 – Submit the final report.

Deliverables

● Inception report and road map/activity plan with clear timelines.

● Report on consolidated outcomes of the strategy sessions that will feed into the future strategy.

● Draft strategy document includes vision, mission, objectives, team structure and plans.

● The final strategy document, learnings and recommendations.

Who You Are

● Significant experience in strategic analysis, design, planning and organisational development within the international development context.

● Demonstrable experience in supporting organisations with future strategy development processes – including analyzing an organization’s comparative advantage and financial viability opportunities, facilitating discussions to drafting strategy documents.

● Ideally, the experience of localisation processes in the context of international development/NGOs – including experience of (or at the very least, knowledge of) working within Rwanda’s legal and governance framework.

● In-depth knowledge of the Rwandan context including the Government priorities, civil society and donor landscape.

● Top-level interconnected thinking and demonstrate effective deliberation.

● Minimum of 7 years experience in designing strategy and related governance structures.

● Project management skills including setting up/using Gantt charts, and other similar processes and systems to ensure timely delivery of activities.

● An excellent writer with outstanding communication and outreach skills: a strong presenter who can achieve high-level buy-in and rally partners for support.

● Proven ability to work to, and deliver against, key timelines and deadlines through prioritization.

● A collaborative facilitator who can work effectively in multicultural teams with varying expertise, skills and backgrounds.

● A self-starter, dynamic with a high level of critical analysis and thinking skills and passionate about the work of Girl Effect.

● Ideally, the experience of localisation processes in the context of international development/NGOs – including experience of (or at the very least, knowledge of) working within Rwanda’s legal and governance framework.

● Ideally, an understanding of media and brands in social behaviour change programmes and/or development projects more broadly.

Proposal submission

Qualified individuals or firms are invited to submit a proposal (10 pages or less) that includes the following:

a) Qualification and experience of the individual/firm.

b) Approach and methodology to undertake this Assignment underpinned by a demonstration of value for money.

c) Previous experience in similar assignment(s) in line with the ‘Who You Are’ section above.

d) A detailed financial budget (in RWF) and work plan. *N.B. The technical and financial proposals will need to be submitted as separate documents.*

Reporting

The consultant will report to Girl Effect Rwanda’s Country Director

Evaluation Criteria

Proposals shall be evaluated against the following criteria:

(A) TECHNICAL PROPOSAL -70

i) A detailed understanding of the consultancy requirements:15

● Demonstrate a detailed understanding of how to support organizations to determine their future strategies.10

● Demonstrate a detailed understanding of how to develop and facilitate a strategic planning process.-5

ii) Methodology and work-plan that will deliver the best value on the Assignment: 30

● The relevance of the methodology proposed to the needs of the assignment. Bidders must outline their approach and design of implementing the assignment.-15

● Adequacy of the work plan, including key deliverables and timing, underpinned by value for money. Please refer to the specific tasks and deliverables sections.-10

● A strategy that demonstrates the capability to deliver different sections of this Assignment virtually and in person, as required and as appropriate in the Covid context.-5

iv) Relevant services undertaken by the bidder in past engagements: -25

● Demonstrable experience in supporting organisations with future strategy development processes, facilitating discussions and drafting strategy documents. Include short paragraphs outlining similar assignments conducted previously, along with contact details of references in those organisations should GE wish to contact them for a reference.-15

● Geographical Reach (Rwanda): Demonstrate relevant geographical experience in Rwanda, knowledge and reach to effectively carry out the assignment.-10

(B) FINANCIAL PROPOSAL -30

● Clarity, relevance, reality to market value/ value for money of cost for the assignment (inclusive of any applicable tax).-30

Tax
