About the role
Sightsavers has recently refreshed its programme strategy and is developing its approach to measuring progress towards programme goals. In line with this we have created a strategic Learning, Accountability, Monitoring Performance framework (LAMP). In 2022 – 23 we’ll be taking forward development of impact and outcome indicators, including piloting and testing new indicators, supporting the integration of prioritised indicators into systems and processes at global level and in programmes. This will involve working closely with programme staff located across our global portfolio who will be responsible for overseeing much of the data collection, and supporting other key stakeholders such as Global Technical Leads (GTLs).
The Strategy MEL Manager (SMM) will work closely with the other new post Strategy Data Implementation Manager (SDIM) and within the cross-team LAMP Project Core Group. Together the two postholders will be responsible for driving the design and collection of data for the LAMP. They will develop and implement a work plan for making the data collection, analysis and evaluation operational.
Responsibilities (shared with SDIM):
Lead on the design and development of data collection tools and processes
- Design the data collection methodology for new indicators
- Identify, adapt or develop data collection tools
- Identify technical, system and staff capacity for the routine analysis of the indicator data
- Support the piloting and roll out of the indicators
- Design and implement pilot activities for each of the prioritised indicators
- Evaluate the pilots and make adjustments and recommendations
- Assess the feasibility of rolling out the indicator to all countries
- Plan and co-ordinate the roll out of approved indicators
- Write data collection guidance for enumerators and data reporters
- Train staff, partners and enumerators on the new data collection tools and methods.
- Contribute to the calculation of the resource implications of LAMP
- Support the calculation of costs of collecting data for each indicator or learning question, both for the baseline and for routine data collection.
- Support the identification of projects that can fund certain aspects of the indicators going forward.
- Support the prioritisation of indicators to be made operational in 2022
SMM Principal Responsibilities
- Design methods and analytical frameworks for measuring qualitative indicators
- Undertake pilot studies and evaluate the results, with recommendations on the feasibility and rigour of pilots
- Support the design, implementation, analysis and review of baseline data collection
- Support the evolution and prioritisation of learning questions including the feasibility and resource implications of responding to learning questions with appropriate rigour
- Develop methodologies and analytical frameworks for responding to prioritised learning questions
- Support the development of a review and evaluation plan for indicators, ToCs, RFs and LQs
- Support GTLs and programme staff to set appropriate targets for indicators

About you
As the successful candidate you will have experience of working with organisational data management systems and applying data analysis/statistical techniques to data (ideally in health or international development) and possess skills and experience with different approaches/tools for both quantitative and qualitative data collection, methodologies, analysis and reporting/visualisation.
Further requirements include;
Essential:
- Use of specialist analytical software for qualitative data e.g. Nvivo
- Advanced MS office computer skills – Word, Excel, Powerpoint, and Outlook
- Skilled in drafting guidance on data collection and analysis
- Experience of delivering training and facilitating in person and remotely
- Demonstrable experience of managing large, complex pieces of work with multiple stakeholders to produce key deliverables on time
- Strong interpersonal, influencing and negotiation skills
- Fluent written and spoken English
Desirable:
- Knowledge of languages other than English e.g local dialect.
- Experience with GIS
- Experience of working within a geographically disbursed team
- Experience gained within social inclusion or economic empowerment programmes
- Experience with collecting, interpreting and applying inclusive data particularly gender and disability
