The Award Management Unit’s Compliance and Policy (C&P) team is seeking a Subawards & Partnerships Compliance Officer (S&P Compliance Officer) to contribute to the implementation of IRC’s global strategy and implementation in partnerships in the humanitarian and development sectors by supporting regional support teams, technical teams, and offices in Asia, Africa, Latin America, Europe, the Middle East and the US to design, develop, and manage partnerships in accordance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) and IRC’s private and statutory donors’ rules and regulations. The S&P Compliance Officer supports one-fourth of IRC’s global partnership portfolio, serving as the main focal point for staff on any compliance-related and/or PEERS-related questions, problem-solving on complex compliance issues, creating partnership agreement templates and tools, advising on the full partnership life cycle from pre-award to close-out, and directly supporting in agreement negotiations with external partners. Serving as an in-house PEERS expert, the S&P Compliance Officer plays a critical role in building knowledge and capacity of staff on donor compliance and PEERS, while continuously encouraging the deeper realization of IRC’s partnership principles of equality, transparency, responsibility, complementarity, humility, and results-oriented approach.

Key Accountabilities

  • Act as a donor and PEERS compliance focal point for IRC’s global partnership portfolio, including break-downing and explaining complex donor rules and regulations to diverse internal and external audiences.
  • Support IRC staff to understand and execute PEERS processes with partners (e.g. partner due diligence) and to collaboratively identify and mitigate risks associated with specific partnerships.
  • Develop compliant subaward, partnership agreement, and subcontract templates based on the donors’ terms and conditions, including leading the review process with other Donor Compliance Specialists and IRC departments, as needed.
  • Ensure organizational compliance to the IRC’s PEER system by providing direct day-to-day guidance and assistance on the development, review, and execution of subawards, partnership agreements, and subcontracts.
  • Working through the IRC’s OTIS system (i.e., grants management application system), review partnership agreement packages, including all due diligence documentation and the subaward/partnership agreements, for compliance with donors’ rules and regulations and PEERS
  • Support IRC field offices in agreement negotiations with external partners, including directly responding to partners’ questions and concerns over email and virtual calls.
  • Trouble-shoot how to address donor compliance and general issues as they arise in partnerships, and leading discussions across departments (e.g., Finance, Ethics and Compliance, and Office of the General Counsel) to find broader organizational solutions.
  • Serve as one of IRC’s in-house PEERS experts and assist in capacity development of staff, including through providing technical support on PEERS processes, onboarding new staff to the system, and supporting the Training Unit, as needed.
  • Assist in the ongoing refinement and regular updating of PEERS, keeping in mind practicality of implementation and serving as a representative for Compliance & Policy perspective.
  • When necessary, assist with minor administrative duties, such as knowledge management as well as other duties that may be assigned.

Essential Requirements

  • Bachelor’s degree in Business, Program Administration, Finance, International Development/Relations or related field. Legal background or degree highly desirable.
  • Fluency (written and oral) in English and Spanish or French required. Fluency in other languages desirable.
  • Minimum of 5 years of relevant professional experience working with US Government and US State funded grants, cooperative agreements, and contracts (e.g., USAID, BHA, HHS, CDC, DOS, Office of Refugee Resettlement), including demonstrated experience and expertise in interpreting and applying statutory and regulatory language from awards and/or contracts. Experience with other statutory donors and private foundations (e.g., FCDO, ECHO, AFD, UNHCR, UNOCHA, UNICEF, GAVI, LEGO Foundation, Sesame Workshop) highly desirable.
  • Demonstrated ability to communicate complex topics, related to donor or legal compliance, finance, partnership management, and organizational operating procedures to a wide and varied audience (e.g., across cultures and staffing levels)
  • Demonstrated ability to provide risk analysis from a compliance and contextual implementation perspective on partnership lifecycles
  • Demonstrated ability to problem-solve and work well under pressure in a fast-paced team environment and prioritize accordingly.
  • Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors, partners, and other internal departments
  • Demonstrated ability to learn and roll-out new systems and operating procedures. Previous experience in developing compliance tools, templates, and/or trainings desirable.
  • Experience developing compliant subawards, partnership agreements, and/or subcontracts.
  • Excellent attention to detail and solid organizational skills
  • Ability to travel up to approximately 25% of time.
  • Excellent computer skills: MS Word, Excel, PowerPoint, and email/internet software.

Other

  • Previous experience with international non-profit organizations preferred.
  • Field experience in the humanitarian sector is highly desirable. Experience in partnership management, including conducting due diligence and providing capacity development, a plus.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
