Subcontracts and Procurement Manager for USAID Non-Revenue Water Management Project At Tetra Tech

The USAID Non-Revenue Water Management Project (NRWMP) in the West Bank, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Subcontracts and Procurement Manager. This position will be located in the main office in Hebron.

Position Description: The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.

The Subcontracts and Procurement Manager will work under the guidance of the Director of Operations and will be responsible for overall procurement and subcontract processes and ensure compliance with Tetra Tech and USAID policies and procedures, tracking procurement of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, providing regular procurement mentoring to project staff to support project implementation, and coordinating with Tetra Tech Home Office on all subcontracts and procurements.

Responsibilities:

* Direct and oversee all stages of procurement, from initiating business cases to contract closeouts.

* Collaborate with Tetra Tech Home Office to develop and periodically update the program’s policies, procedures, and guidelines.

* Lead and/or oversee procurement processes including drafting/reviewing RFPs and RFQs, conducting bid analyses and evaluations, drafting procurement contracts, and reviewing contract deliverables.

* Ensure procurement files are maintained in an orderly and up-to-date system, per USAID and Tetra Tech-NRWMP’s regulations and internal standards.

* Ensure that all procurement records are maintained in a confidential manner.

* Develop and manage contracts and agreements, ensuring compliance with legal and company standards.

* Lead subcontract negotiations to support project budgets and mitigate program risks.

* Ensure supplier execution aligns with technical, cost, and performance requirements.

* Maintain necessary program documentation and reporting in accordance with USAID and host-country regulations, Tetra Tech policy and host-country regulations.

* Develop a comprehensive tracker for efficiently monitoring all commitments related to Procurement.
* Manage compliance initiatives for commodities and procurement processes.

* Perform other tasks defined by the Director of Operations.

Minimum Qualification Requirements:

* Bachelor’s Degree in a relevant field, such as business administration, public administration, finance, or other related discipline.

* Minimum of ten (10) years of relevant professional experience, with at least 3 years of experience directly managing procurement policies and practices for a donor project.

* Strong familiarity with USAID rules and regulations with regards to procurement management; experience on USAID-funded projects is highly preferred.

* Strong communication and interpersonal skills, ability to work with all levels and functions within the company.

* Requires an ability to work independently and as part of a team, and exercise discretion with sensitive information.

* Must also be able to foster supportive working relationships among all staff.

* Strong computer skills, including proficiency in Microsoft Office, especially Excel, Outlook, PowerPoint, SharePoint, and Word.

* Fluent in Arabic, excellent English speaking and writing skills.

* Highly organized individual able to pay close attention to detail.

* Ability to work as a member of a team of professionals in a fast-paced and challenging environment.
