SUDAN – PROGRAM COORDINATOR (M/F) – KHARTOUM at Solidarités International

Location: Sudan, mainly based in Khartoum with stay in Gedaref upon needs and field visit, assessment, visit in West Darfour

ABOUT THE MISSION

Following fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. Today there are more than 50,000 refugees, most of whom are in different locations: Tunaydbah, Um Rakuba, Village 8, Hamdayet and Babikri. All along 2021 SI was working mainly in Tunaydbah and launched wash activities in the new camp of Babikri in October – November.

Also, a wash in health program in consortium with PUI and funded by AICS (Italian Cooperation) was launched un July 2021 and will be over end of March 2022.

In terms of wash in camps for 2022, HCR will fund SI in Babikri Camp (approx. 2500 individuals) and other donors are under identification (SHF, CIAA, ECHO) for Gedaref and West Darfour. Main activities implemented in Gedaref are: Latrines construction, supply water through water system, HP, solid waste management, wash in health (in 4 health centers: hardware and HP) and potentially Water trucking in case of needs (contingency funded by HCR).

In Geneina, proposal are under finalization. Proposed activities are related to support in terms of WASH in urban and camps context for IDPs (currently 100 000 IDPs in Geneina).

ABOUT THE JOB

Specific tasks and main challenges:

Although Sudan has been opening up more widely to International NGOs for the past two years, it is still governed by strict rules and INGOs’s access depends on Public Institutions (visa, authorization to work, to travel, to recruit national staff etc…). The HAC (Humanitarian Aid Commission) is an essential partner, the only entry point for INGOs to work in Sudan.

The recent coup of 2021 October 25th lead to a high level of uncertainty in terms of Governance as well as donor’s strategy (especially for long terms project). Military power remains contested by an important part of the population and regular demonstrations are organized, mainly in Khartoum. Due to the configuration of the city, confluence of the blue and White Nile, the existence of bridges linking the different parts of the city, and the lock down of these bridges by the Authorities, most of civil servant NGO employees cannot reach their office, leading to a re-organization of the work and potential delay in visa processing, bureaucratic follow up.

Part of that, the security situation in Khartoum remains calm in areas not concerned by the demonstration. Internet / phone network can be cut during demonstration but alternative system of internet connection allow to keep a correct connection.

In Gedaref, the current specific situation at the border with Ethiopia needs to be carefully monitored. The Sudanese army has taken back its agricultural land from the area of al-Fashaga used by the Ethiopians (a disputed area for 20 years). On both sides, the militaries have strengthened their presence. Transportation to Gedaref is by the road, for a 7 hours journey.

In west Darfour, pic of intercommunal violence end of 2020 and end of 2021 had lead to massive displacement of population in Geneina and surrounding localities. The follow up of the security dynamic in this complex and volatile context is utmost important in terms of access, communication with local authorties (HAC) and partners. Transportation to Geneina, main city of West Darfour, is organized by UNHAS flight.

Priorities for the 2/3 first months:

  • Geneina:

Support to WASH PM Geneina in the launch of the ECHO project (recruitment, review of intervention areas, technical in-depth assessment, definition of activities);

In liaison with the CD and if necessary, review of the CDCS project whose first version was submitted at the end of January;

  • Gedaref :

Support the WASH PM AICS and the FC Gedaref in the finalisation of the AICS project (reporting, final evaluations, archiving);

In liaison with FSL PM Babikri and FC Gedaref, prepare the launch of the CIAA project in conjunction with PUI;

  • Project writing

In liaison with the SC, prepare a project proposal writing plan for donors with whom discussions are taking place (SHF, UNICEF in particular);

In liaison with the SC and depending on opportunities, prepare future project proposals;

In addition to participation in the various technical and sectoral coordination mechanisms (at national level and if necessary at regional level), think about future consortium partnerships, particularly for Gedaref and Geneina;

YOUR PROFILE

Experience, technical skill and knowledge:

  • Very good technical knowledge in WASH/Shelter/NFI, good knowledge/experience in FSL is an asset
  • Very good strategic planning and coordination skills
  • Proven experience in project cycle monitoring
  • Proven skills in training, technical and functional support
  • Proven skills in needs assessment and data analysis
  • Strong writing skills
  • Ability to represent SI towards donors
  • Experience in Mozambique is an asset
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
  • Confident and proficient in the use of MS Office

Languages: English is mandatory. Speaking Arabic is a strong asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
