COOPI is looking for a Project Manager – Livelihoods and Resilience in Sudan

COOPI has been present in Sudan since 2004 initially contributing to addressing the humanitarian needs in the Darfur region that for a long time has been the scene of armed clashes and hard hit by prolonged periods of severe drought. However, since 2017, COOPI’s programme focus shifted to building the long-term resilience of local communities still with targeted humanitarian interventions. As of September 2020, COOPI’s programme portfolio include WaSHFood Security and Livelihoods implemented in North Darfur, Kassala and Khartoum States of Sudan. And in order to strengthen its resilience programme in North Darfur, COOPI is now looking for experienced, motivated and aligned Project Manager for Resilience and Livelihoods.

Purpose of the role

The primary purpose of the role is to provide high level technical support to conceptualization, design and implementation of COOPI’s Livelihoods & Resilience projects with a focus on improved resilience and livelihoods of vulnerable pastoral and agropastoral households affected by effects of Climate Change, Conflict, etc. in North Darfur State of Sudan.

Responsibilities

Project planning, design and implementation

  • Coordinate and directly supervise food security, livelihoods & resilience projects, guaranteeing their correct design and implementation in conformity with contractual obligations donors’ and COOPI’s procedures and management standards;
  • Participate in the preparation of overall work plan and budget for livelihoods and resilience projects/activities;
  • Develop activity plans and budgets for technical support activities related to livelihoods and resilience projects;
  • Make technical input into the planning and design of project specific assessments, including baseline and end line evaluation.

Program quality and MEAL

  • Support MEAL Coordinator in design and roll out of MEAL systems;
  • Ensure correct use of MEAL tools including during assessments and monitoring, evaluation, documentation and reporting of projects;
  • Ensure lessons are regularly and proactively collected and feeds into the programme cycle;
  • Ensure beneficiaries’ complaints are promptly and respectfully collected and addressed as defined in COOPI’s Accountability to Affected Population (AAP) framework;
  • Ensure cross cutting themes such conflict/peace building, gender, disability and inclusion and environmental protection are integrated into COOPI’s program;
  • Ensure integration of livelihoods and resilience interventions with other COOPI projects including WASH, Shelter, Non-food items, etc. for increased programme impact;
  • Support implementation of communication and visibility plans as per the donors’ and COOPI communication and visibility guidelines;
  • Is responsible for the preparation of projects reports and all monitoring documents.

Staff management

  • Is responsible for the local staff management and training in close cooperation with Area Coordinator, HR Department, Head of Programme and Head of Mission;
  • Participate to the staff performance management (objective setting, evaluation, training planning etc,) together with the Area Coordinator or Head of Mission;
  • Support staff security management in the area and enforce the correct implementation and respect to COOPI’s security standard operating procedures (SOPs).

Logistics and finance

  • Liaise with the Area Administrator in the preparation and management of projects budgets;
  • Support the Area Administrator in ensuring organization/donor’s financial management procedures, audit requirements and financial reporting datelines are met;
  • Contribute to effective planning, development and implementation of procurement plans to ensure all logistics needs are delivered in a timely manner;
  • Manage all procurement processes in accordance with COOPI policies and procedures, in a transparent, accountable, efficient and cost-effective way.

Representation, networking and Partnerships

  • In coordination with the Area Coordinator, represent COOPI to relevant humanitarian clusters, technical working groups, government institutions, local partners etc.;
  • Establish and sustain good working relationship with government authorities, civil society groups, local communities etc.;
  • Support Area Coordinator, Head of programmes and Head of mission in identification of local partners as well as partnership engagement and development;
  • Ensure mobilization of different community and livelihood groups, women, men, youth, children etc. and empower them to effectively participate in assessments, design and implementation of livelihoods and resilience projects.

Resource acquisition

  • Proactively support gathering of data relevant for design of appropriate livelihoods and resilience projects;
  • Support development of technically sound funding concepts/proposals through assessments, data analysis and review in collaboration with other Project Managers, Area Coordinator and the Head of programmes.

Requirements

Essential

  • Minimum of a Master’s Degree in Agricultural Sciences/Climate Change management or a closely related field from a recognized university;
  • A minimum of five years of proven experience in project management;
  • Sound knowledge of international donors’ procedures/reporting requirements, in particular (European Union, OCHA, WFP, AICS, etc.);
  • Proven experience in humanitarian coordination and representation;
  • English mandatory (excellent level written and spoken);
  • Good leadership skills, aimed at managing and motivating a team;
  • Strong analytical skills and strategic thinking capacity (Strong MEAL Orientation);
  • Adequate resilience to stress, positive thinking and solution-oriented;
  • Familiarity with the Darfur context is an advantage.

Desired

  • A minimum of five years of proven experience design and management of Livelihoods and Resilience projects in arid and semi arid, conflict or post conflict recovery contexts;
  • Knowledge of locally led adaptation principles to climate change management or DRR;
  • Previous experience working in a consortium or with local partner organizations;
  • Proven experience in managing large multidisciplinary project in challenging context;
  • Experience in managing EU, ECHO, OCHA project;
  • Good attitude to work in very sensitive comunities and within a multicultural environment;
  • Experience in Wash projects is an added value;
  • Working experience in Sudan is an added value.
