SUDAN – WASH PROGRAM MANAGER (H/F) – GEDAREF At Solidarités International

ABOUT THE MISSION

Desired start date: September 2021

Duration of the mission: 3 months

Location: Gedaref and Tunaydbah, Sudan

Following heavy fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. In response to this Ethiopian refugee crisis, SOLIDARITÉS INTERNATIONAL has decided to restart its activities in Soudan where it was operational in the past. SOLIDARITÉS INTERNATIONAL sent an Emergency Response Team end of 2020 and started a WASH response in 2021. Today there are more than 50,000 refugees located in different areas. SOLIDARITÉS INTERNATIONAL is working in the Settlement of Tunaydbah, including around 20 000 individuals. Activities implemented covers water trucking and Rapid Response Teams aiming at providing hygiene intervention in link with health actors in case of acute water born disease during the specific context of rainy season. This rainy season is especially challenging due to the nature of the soil (black cotton soil), the configuration of this relatively new camp and the location of the camp. SOLIDARITÉS INTERNATIONAL has a sub base close to the camp to allow staff to spend the night there. An additional program is implemented in four health facilities of Gedaref State to improve the link between health, access to water, wash facilities and hygiene.

Since SOLIDARITÉS INTERNATIONAL has just reopened its mission in Sudan, Gedaref is its only base for the moment with its sub base in Tunaydbah and no Coordination Team except from the Country Director. The budget in 2021 will be around 1,5 M euros.

ABOUT THE JOB

General Objectives:The program manager is in charge of implementing and achieving the objectives defined in the proposals. He/she is in charge of supervising the operational teams allocated to his/her program. He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

List of main tasks:

  1. Project relevance, quality and design
  2. Implementation and operational monitoring
  3. Capitalization
  4. Staff management
  5. Reporting / communication / representation

Specific challenges:

  • Provide a support during the rainy season focusing on activities implemented in Tunaydbah Settlement;
  • Focus on the daily delivery service of water trucking in close collaboration with Logistic and the management of the Rapid Response Teams composed of 28 daily workers;
  • Work closely with the actors involved in water trucking (MSF and SRC) and the actors of the health sector linked to the RRT priorities / referral process (mainly MSF).

YOUR PROFILE

A good technical level and autonomy is required. The person must be able to manage:

  • Emergency water supply and chlorination
  • Very good organizational skills for managing sometimes 50 daily workers in the camp (Hygiene promotion, waste management, water trucking monitoring, pump operators ….)

Language: English mandatory and Arabic is a plus

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

COVID 19 :

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
