ALIMA PRESENTATION

THE ALIMA SPIRIT: ALIMA’s purpose is to save lives and care for the most vulnerable populations, without any discrimination based on identity, religion or politics, through actions based on proximity, innovation and alliance of organizations and individuals. CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 African countries. In 2022, we have developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 511 health structures (including 47 hospitals and 464 health centers). We work in partnership, particularly with local NGOs, whenever possible in order to improve access and the transfer of skills which ensures the sustainability of our actions for our patients. Furthermore, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention. They receive support from the 4 desk teams and the emergency and openings service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins, KEOOGO, AMCP-SP, DEMTOU-Humanitaire, PAC research organizations -CI, Inserm, the Universities of Bordeaux or Copenhagen and many others.

OUR COUNTRIES OF INTERVENTION: Burkina Faso, Cameroon, Guinea, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Sudan, Chad, Ukraine.

OUR PROJECT THEMES: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Coronavirus, Lassa Fever), Research, Hospitalization, Emergencies, Gender-Based Violence, vaccinations, mental health, etc.

POSITION LOCATION: Position based in Dakar, Senegal with a distribution of 60% Dakar and 40% field visit.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3 : As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

Technical supervisor: The Operational Finance Manager and the Donor Manager (Technical Referents)

Line manager: SUO manager

You technically supervise the COFIN/COFIRH (financial/HR coordinators) and the operations support managers of the countries he/she covers. You work closely with members of the coordination units, the donor department, the accounting department, treasury department and internal audit department at Headquarters

MAIN MISSION

You will be based in Dakar, within the SUO, composed of Program Manager, medical referent, logistics referent, HR referent, to ensure the opening of new ALIMA missions or support Emergency operations in existing ALIMA missions. You will contribute to Emergency projects / new missions in the organization of financial administration, the installation and control of financial resources for operations, in particular by controlling the entire project budget process, in compliance with donor rules. You will take care of the development and consolidated monitoring of the budgets of the countries covered in order to ensure quality reporting.

You will carry out missions to ensure the opening of missions/projects and quality control in our projects in order to supervise the management of the contracts for which you are responsible, and also improve the general financial management of the missions.

You are available to ensure COFIN GAPs.

MAIN ACTIVITIES

1.Budget Management

● Ensure directly or in support of missions/projects the development of opening/emergency/project/mission budgets (ALIMA internal) and budgets intended for donors.

● Manage budgetary monitoring, with the contribution of COFIN/COFIRH in order to provide budgetary visibility and budgetary readability at all levels: projects, coordination, Desk, HQ, Donors.

● Ensure financial reporting and provide a quality report to donors.

● Responsible for alerting on risks around budget control in the donor context

● Analyze budgets, in relation to the cost structure and in relation to activities and beneficiaries (cost/patient).

2.Quality and risk management

● Ensure directly in the field or support the implementation of procedures, and management tool in order to guarantee good financial management of missions and projects managed by the SUO (establishment of cash supply system, banks, procedures accountants, budget monitoring)

● Analyze and improve internal control over the missions he/she covers by carrying out support missions, in order to ensure the proper application of ALIMA procedures, in order to prevent risks of loss of resources, and risks reputational.

● Regularly check the accounting, the quality of accounting documents, the cash management of the countries he/she covers

● Responsible for controlling financial risks and informing them if necessary to enable corrective actions, communicate and find solutions with Management and donors.

● Prevent audit risks as much as possible through good control and sharing of lessor rules. To do this, he/she supports the preparation of audit missions (landlord or internal) and the development of response files and justifications requested by the auditors.

● Participate in the development of new tools and procedures in the context of emergencies, as well as project management tools that will support emergency project management teams.

3.Ensure the production of concept notes and quality proposals in accordance with the operational strategy

4.Oversee the management of financing contracts and contractual requirements and provide technical advice

5.Support and supervise the writing of narrative reports for donors and partners.

6.Support the search for financing and maintain relationships with donors

7.Human Resources Management

● Participate in the recruitment of COFINs (Financial Coordinators), Administrators and Donor Relations Managers for missions.

● Train members of coordination and projects on financial procedures, budget control and the donor environment.

● Identify, with the contribution of COFIN/COFIRH, competent staff for their professional progression.

COMPETENCES et EXPERIENCES

Formation

You hold a higher education diploma, Master’s level or equivalent in (international relations, project management, etc.), you have professional experience of at least 5 years in a humanitarian context in financial management and donor management . You have a good knowledge of donors (DG ECHO, BHA, AFD, DEVCO, etc.), a good command of project management tools (project cycle, logical framework, project proposals, reporting, etc.). You have demonstrated ability to master IT management tools (SAGA, Excel, ODOO, etc.)

LANGUAGES

Excellent written and oral expression in French and English

CONDITIONS

Duration and type of contract : CDI under Senegalese law

Starting position : As soon as possible

Salary : €3,000 net (indicative) and it depends on the family composition

ALIMA supports:

  • Travel expenses between the country of origin and the base country (If recruited internationally);
  • Five weeks of paid leave per year and recovery day system for travel;
  • One return trip per year to the country of residence covered for the employee and his dependents and a second return trip per year for the employee (If recruited internationally);
  • Initial installation bonus in Dakar between €3,000 and €5,000 depending on family composition (if recruited internationally)
  • Coverage of school fees for dependent children, within the framework of the ALIMA policy and ceilings in force;
  • Additional health coverage and evacuation covered by ALIMA for the employee and their dependents
