Supervisory Project Management Specialist (Strategic Information, (SI)) At US Agency for International Development

USAID/Uganda is seeking for a qualified individual to fill the Supvy Project Management Specialist (Strategic Information (SI)) position.

OHH is USAID/Uganda’s largest technical office and one of USAID’s largest and most complex bilateral health programs. The office is organized into six technical units: HIV & Tuberculosis; Family Health; Malaria; Health Systems Strengthening; Global Health Security Agenda and Emerging Pandemic Threats; and SI. The role of the SI Unit is to support evidence-based program management and decision making across the health portfolio by collecting and analyzing data and information and advising OHH leadership and technical units on program performance, planning, monitoring, evaluation, and learning (MEL).

The Supervisory PMS (SI) serves as an advisor and provides strategic, technical, analytical, and management support on SI, MEL, and health information systems (HIS). The Advisor provides guidance on the implementation of USAID and interagency policies related to SI, MEL, and HIS and coordinates with the Ministry of Health (MOH) and other host country stakeholders to support current and new SI, MEL, and HIS related initiatives. The Supervisory PMS (SI) serves as a Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) and/or Activity Manager on programs/projects/activities related to SI, MEL, or HIS. The Advisor provides technical guidance to OHH staff and leadership, the broader USAID Mission, implementing partners (IPs), and the Government of Uganda (GOU) and represents USAID with the interagency, in technical working groups (TWGs), and other fora. The Supervisory PMS (SI) is a key member of OHH and reports to one of the three OHH Deputy Office Directors. The Advisor is also responsible for the direct supervision and mentoring of up to six staff and provides mentoring and coaching to the entire SI team in the areas of SI, MEL, and HIS.

EDUCATION

Master’s degree in public health, epidemiology, biostatistics, statistics, development studies, international development, public administration, business administration, or management is required.

PRIOR WORK EXPERIENCE

A minimum of seven years of progressively responsible, professional-level SI, MEL, and/or HIS experience related to public health sector programs and activities is required.

At least three years of experience collaborating with and/or working for international organizations, donor agencies, host country governments, private-sector institutions, or other organizations.
