Supply and Purchase Chain Officer At Danish Refugee Council

The Danish Refugee Council ( DRC ) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum-seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá, currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.

About work:

The Supply Chain Officer is responsible for all purchases of goods and services, storage, transportation of goods and people, vehicle fleet management and general logistical support to the program in Bogotá, in accordance with the Danish Refugee Council – DRC internal framework and regulations imposed by donors.

Responsibilities:

ACQUISITIONS AND ADMINISTRATION

  • Ensure compliance with the purchase processes required for the proper functioning of DRC Bogotá operations.
  • Prepare and manage the necessary framework agreements for the base.
  • Validate the documentary integrity of the purchase processes according to the requirements of the donors.
  • Collaborate with program teams for local planning of purchasing and logistics needs for DRC programs.
  • Generate monitoring and traceability of purchase requests.
  • Coordinate with the finance unit for the timely execution of payments.
  • Participate and assist in the implementation of ERP ( DRC Dynamics ).
  • Storage of office supplies or Support the organization in execution of external, internal audits and request for donor information.

MANAGEMENT OF FIXED ASSETS

  • Control, register and monitor the fixed assets of the Bogotá office.
  • Carry out inventories and keep detailed control of Bogotá’s general inventory.
  • Implement registration, control, monitoring and verification processes for program elements assigned to personnel and basic logistics.

FLEET MANAGEMENT

  • Ensure compliance with DRC’s fleet management processes in Bogotá.
  • Ensure vehicle availability for program operations.
  • Coordinate the periodic reviews and maintenance of the vehicles used in the DRC operations in Bogotá and report any failures.
  • Control the use and consumption of fuel in the local office fleet.
  • Perform induction, training, monitoring and feedback to the team of drivers.

SECURITY

  • Advise the Manager and Support Manager Area on local social dynamics, in accordance with the operation in the movements of the fleet.
  • Ensure compliance with local regulations at the base, in conjunction with the Support Services Manager.
  • Follow up on Incidents and crime in the intervention area.
  • Backup as a Security Focal Point in coordination with the Support Manager, Area Manager and the Security team.

Minimum experience required and skills.

  • Minimum 2 years of experience in humanitarian logistics, procurement, transportation and distribution, storage and management of stocks.
  • Good understanding of the procurement rules and regulations of major international donors
  • Maximum level of respect and integrity in dealing with suppliers
  • Analytical capabilities
  • Orientation to problem solving
  • Working capacity under uncertainty
  • Knowledge and management of purchasing and logistics modules in ERPs
  • Excellent skill in MS Word, Excel and PowerPoint.

Education required:

Relevant University Degree in Logistics and / or Supply Chain Management or Equivalent Professional Qualification.

Languages:

English-Intermediate
