Trócaire seeks a highly organized and experienced Supply Chain and Logistics professional to manage supply chain and logistics operations for its Somalia programmes. Based in Nairobi, the role requires regular travel to Somalia and a strong background in supply chain management/logistics in humanitarian and development contexts. The role is expected to ensure efficient, compliant, and timely management of procurement, logistics, transportation, and asset oversight to support Trocaire operations in Somalia and other countries in East Africa.

Key Responsibilities
1. Procurement Coordination
- Oversee all procurement activities, ensuring adherence to Trócaire’s policies, best practices, and donor requirements.
- Manage competitive tendering processes and approvals in line with established authority levels.
- Prepare purchase orders and contracts, ensuring timely and cost-effective delivery of goods, services, and works.
- Oversee supplier registration, vetting, relationships, and performance management.
- Track orders and ensure deliveries meet agreed terms, maintaining accurate records of procurement transactions and inventory.
2. Procurement Planning
- Assist programme teams in developing and updating procurement plans, ensuring timely submission of procurement requests.
- Anticipate supply needs to avoid shortages in the field.
3. Logistics Coordination
- Manage the transportation of goods to Somalia, including export and clearance protocols.
- Coordinate warehousing and distribution of goods to health facilities in Somalia.
- Maintain accurate stock records using the Procurement Information Management System (PIMS).
- Ensure effective oversight of Trócaire assets by maintaining a Fixed Assets Register and conducting regular verifications.
- Manage asset disposal in compliance with Trócaire and donor requirements.
- Oversee vehicle fleet management, including logbooks, fuel consumption reports, and rental contracts in Somalia.
4. Field Support and Travel
- Conduct regular field visits to assess logistics operations, provide on-site support, and address challenges.
- Collaborate with field teams to ensure seamless coordination between logistics and programme activities.
- Monitor and report on the security of transported goods and assets.
5. Reporting and Documentation
- Provide regular updates on procurement, logistics, and transportation to senior management and the HQ Supply Chain and Logistics Manager.
6. Team Coordination and Capacity Building
- Work closely with country and field offices to integrate procurement and logistics into programme operations.
- Train and build the capacity of procurement and logistics staff to maintain efficiency and compliance with best practices.
- Collaborate with the HQ Supply Chain and Logistics Manager to ensure adequate support and guidance.
Qualifications & Experience:
- Bachelor’s degree in Supply Chain Management or equivalent.
- Minimum of 3 years of experience in supply chain and logistics management in a humanitarian and development settings.
- Demonstrated experience in managing complex supply chains including procurement and logistics processes in challenging and remote environments.
- Knowledge of procurement and logistics policies and regulations.
- Experience with donor compliance standards.
- Proven ability to handle multiple tasks under pressure, with strong organizational and problem-solving skills.
- Experience working in conflict or emergency settings, particularly in Somalia or similar regions, is highly desirable.
Skills and Competencies:
- Strong communication and interpersonal skills, with the ability to work effectively with a diverse team and stakeholders.
- Fluent in English (knowledge of Somali is a plus).
- Strong computer skills (Microsoft Office, Supply Chain Management software, etc.).
- Flexibility and adaptability to changing needs and environments.
- Ability to travel frequently and work in challenging conditions.
