DRC PRESENTATION.

DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas. most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern area of ​​Colombia in Norte de Santander.

POSITION GENERAL DESCRIPTION:

The Supply Chain and Purchasing Officer is responsible for the purchases required at the base, as well as the proper management of assets, inventory management, storage, transportation of goods and people, vehicle fleet management and general logistical support to the general program in Tibú Norte de Santander and assigned municipalities in accordance with the internal framework of the Danish Refugee Council – DRC and the regulations imposed by the donors.

RESPONSIBILITIES:

Protection Project Implementation

  • Guarantee the correct execution of competitive purchasing processes for all requests required in the database.
  • Carry out purchasing processes to generate framework agreements according to the need identified in the base purchasing plan.
  • Ensure the receipt of purchases required for the proper functioning of DRC operations in Tibú Norte de Santander and assigned municipalities.
  • Direct collaboration with program teams for local planning of purchasing and logistics needs of DRC programs.
  • Track and control all purchase requests.
  • Ensure documentary support of all purchasing processes in SharePoint, in order to ensure transparency and traceability in our purchasing processes.
  • Correct registration of local suppliers in accordance with DRC guidelines

Logistics

  • Ensure the timely delivery of the requested materials, taking into account the processes and times established by DRC. Control, monitoring and assurance of the inventory of DRC humanitarian kits in Tibú Norte de Santander and assigned municipalities.
  • Control, registration and monitoring of fixed assets managed in the local office.
  • Carry out inventories and maintain detailed control of DRC’s general inventory.
  • Guarantee the management of general services for work teams (accommodation, staff, visitors, offices, storage places and security).
  • Implement registration, control, monitoring and verification processes of program elements assigned to personnel and base logisticians.
  • Plan and ensure the availability of humanitarian kits for emergency delivery in DRC programs.
  • Coordinate with the security team to ensure logistical distribution according to operational and contextual conditions.
  • Support in the maintenance of the DRC base in Tibú Norte de Santander and assigned municipalities.

Fleet

  • Ensure compliance with DRC fleet management processes in Tibú Norte de Santander and assigned municipalities.
  • Ensure the availability of vehicles for program operations.
  • Coordinate periodic inspections and maintenance of vehicles used in DRC operations in Tibú Norte de Santander and assigned municipalities, and report any failures.
  • Control the use and consumption of fuel of the local office fleet.

Administration

  • Collaboration with the finance unit for the correct registration of the supply chain
  • Coordination with the finance unit for the timely execution of payments.
  • Other activities required by the organization related to logistics management in Tibú Norte de Santander and assigned municipalities.

EXPERIENCE AND SKILLS

  • Minimum 2 years of experience in humanitarian logistics, procurement, transportation and distribution, storage and stock management for humanitarian emergencies.
  • Good understanding of procurement rules and regulations of major international donors.
  • Maximum level of respect and integrity in dealing with suppliers.
  • Knowledge of general maintenance.
  • Orientation to problem solving.
  • Ability to work under uncertainty.
  • Advanced use of MS Word, Excel and PowerPoint.

EDUCATION LEVEL:

Relevant university degree in logistics and/or supply chain management or equivalent professional qualification
