As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. The 2018 Peace Agreement has brought hope that South Sudan will transition from a protracted crisis to long-term development programming, but the implementation of the agreement has been slow. CRS country program in South Sudan includes Food Security, Livelihoods, Nutrition, WASH, Emergency Response, Health, Peacebuilding and Microfinance, supported by WFP, USAID, EU and emergency funding from CRS, LDS, and other Caritas member organizations.
Job Summary:
You will plan, manage, and provide technical and operational oversight of supply chain activities – including procurement, logistics, transportation, and warehousing – to ensure effective and efficient delivery of goods and cash and voucher assistance (CVA) to the poor and vulnerable. Your knowledge and expe rience will allow you to anticipate and manage supply chain needs and challenges, and introduce improvement solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.
Required Languages – English.
Travel – Must be willing and able to travel up to 25%, at times to remote field locations.

- Significant experience managing food commodities and health products for USAID, WFP, and other donors is strongly preferred.
Preferred Qualifications
- Master’s Degree in Supply Chain, other relevant Masters strongly, or equivalent experience strongly preferred. Professional certification(s) in supply chain a plus.
- Strong knowledge of CVA, food assistance and health programming and operational requirements.
Supervisory Responsibilities (if none, state none): Direct supervision of Procurement Manager, Warehouse Manager, Logistics Manager and Accounts Officer.
Key Working Relationships:
Internal: Head of Programming, Deputy Head of Programming, Chiefs of Party, Country Finance Manager, Country Human Resources Manager, Country Information and Communication Technology Manager, Senior Operations Manager, Security Manager and regional and headquarter operational leadership and advisors.
External: Caritas Internationalis member organizations, UN agencies (FAO, WFP, WHO, UNICEF, IOM and UNFPA), Logistics Cluster, vendors, national and international partners, and national, state, and local authorities.
Basic Qualifications
- Bachelor’s Degree in Supply Chain or other relevant degree required.
- Minimum of 5 years work experience in supply chain/logistics/procurement management with progressive responsibilities, preferably with relief supply chain management.
- Knowledge of and experience with various public donors’ regulations. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP).
- Knowledge of national and international import/export legislation and common customs regulations.
- Staff management experience and abilities that are conducive to a learning environment.
- Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is a plus.
