Supply Chain Manager At Danish Refugee Council

DRC Poland is looking to recruit a highly qualified, experienced, and enthusiastic professional for the position of Supply Chain Manager based in Warsaw to be responsible for the effective implementation of logistics/procurement systems and functions within the geographical area of responsibility with a particular focus on compliance with the Operations Handbook, effective management of logistics/procurement staff and functions in all DRC offices at the country level and oversight procurement processes led by DRC Poland Implementing Partners (IP), provide advisory and contribute into the implementation of IP capacity building strategy.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe. Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance, capacity exchange, and direct implementation in some cases.

About the Job

Reporting to the Head of Support Services, the Supply Chain Manager will be responsible for the effective implementation of logistics/procurement systems and functions within the geographical area of responsibility.

People Management

  • Lead and manage the Logistics and Procurement team (including people planning, performance, well-being, and development).

Procurement Management

  • Ensure that established processes are in full compliance and implementation of the Operations Handbook across all field offices.
  • Review ITB (Restricted, National, and International) documentation before advertising or inviting suppliers.
  • Provide remote and on-site support in solicitation process management (TOC report, technical analysis, and contract award).
  • Maintain strong relationships with local DRC implementing partners, and provide necessary capacity-building trainings to ensure full compliance of business processes with DRC Supply Chain Governance Framework.
  • Compile monthly reports received from field offices to provide country procurement reports to relevant managers
  • Organize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff.
  • Plan and organize regular logistics training with relevant participants (logistics, program, Human Resources, and finance) to ensure agreed and uniform systems are implemented.
  • Ensure implementation of CAST/audit recommendations relating to logistics/procurement.

Fleet Management

  • Ensure compliance and implementation of Operations Handbook across all field offices.
  • Provide monthly comprehensive country reports on fleet management (costs) to SMT.
  • Advise on any possible changes in fleet capacity in the country.

Asset Management

  • Ensure compliance and implementation of the Operations Handbook across all field offices.
  • Provide monthly comprehensive country reports on Inventory/Assets to SMT.
  • Implement available tools to improve inventory management.
  • Provide guidance in disposal methods for unused or expired Assets with prior Donor/DRC Country director approval.

Warehouse Management

  • Ensure compliance and implementation of the Operations Handbook across all field offices.
  • Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand).
  • Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval.

DRC Dynamics ERP System

  • Ensure proper application of ERP supply chain processes at the country level.
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance.

About You

To be successful in this role we expect you to have a minimum of 5 years of proven experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution support. Moreover, we also expect the following:

  • Master’s degree in e.g. Logistics and/or Supply Chain Management. Certification in Humanitarian Logistics Supply Chain (desired if no academic degree).
  • At least 3 years of experience with people management.
  • Knowledge and experience in dealing with service providers and contractors’ management.
  • Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system.
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management will be a plus.
  • Experience working in an (I)NGO.
  • Full professional proficiency in English.
  • A driving license will be considered as a plus.

We Offer

Contract type: National Contract

Contract length: 31st December 2023, with the possibility of extension depending on the availability of funding.

Band: Management, F

Base Salary Range: PLN 22,850 – PLN 26,489 gross per month, based on experience.

Duty base: Warsaw

Start date: Asap
