Over the past years, CRS engaged in health, humanitarian response, education, agriculture, and peacebuilding/social cohesion programming along with institutional capacity building activities targeting the local Caritas and other local organizations. CRS has developed strong relationships with government line ministries, partners, and communities we serve in the country, implementing a multi-sectoral program po

CRS Mali has been engaged in Malaria work since 2015 with work on the ACCESS-SMC proj
ec
t, and partnered with PSI in 2017 as a sub-recipient on their Global Fund Malaria grant in charge of delivering Seasonal Malaria Chemoprevention (SMC) activities in 19 health districts. CRS applied for and was granted the Principal Recipient role for the Global Fund malaria NFM3 grant slated to be implemented from 2022-2024. The new grant will support Mali’s National Malaria Control Program implement its malaria control strategy towards its 2030 vision of “a Mali without Malaria.” Specific objectives for 2024 include the reduction of the mortality rate from malaria by at least 60% compared to 2015, the reduction of malaria incidence by at least 60% compared to 2015 and strengthen coordination and program management capacities at all levels.
Job Summary:
You will plan, manage, and provide technical and operational oversight of all
supply chain activities – including procurement, logistics, transportation, and warehousing – to
ensu
re effective and efficient delivery of goods to the poor and vulnerable. Your knowledge and experience will allow you to anticipate and manage supply chain needs and challenges, and introduce improvement solutions, as you apply the principles of stewardship, integrity, transparency, and accountability.
Roles and Key Responsibilities:
- Collaborate with Global Fund Malaria team, the donor, and relevant national stakeholders as (PNLP, Pharmacie Populaire du Mali and DRS ) to identify the most appropriate delivery modalities based on needs and operational context and develop the pipeline and supply chain management plan accordingly. Manage the determination of procurement and logistics service requirements, desired specifications and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication.
- Develop “last-mile service delivery” strategy in collaboration with Program leader
ship a
nd other relevant stakeholders. - Ensure accountability and transparency of all supply chain operations in compliance with CRS and donor regulations, and international and local standards and requirements.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
- Lead design and implementation of a strategic sourcing and procurement process to identify, assess, select and contract suppliers that will deliver the maximum value for money to the organization. In close coordination with the procurement team oversee relationships with key suppliers and assess supplier performance. Support market assessment and analysis, as needed.
- Ensure commodities integrity and quality of health product
s are ma
intain throughout the SC, with the establishment of appropriate quality assurance and quality control mechanism per WHO guidance and donors’ requirements. - Manage logistical infrastructure, storage facilities and transportation resources. Oversee application of systems and procedures for inventory, commodity and CVA assets transportation, warehousing, and distribution, as well as for vehicle management to ensure proper handling and safeguarding of assets. Ensure related safety and security protocols are implemented.
- Oversee inventory control and the management of comprehensive goods/CVA assets tracking and record keeping systems throughout the whole supply chain cycle, from time of request until time of delivery. Ensure timely preparation and submission of various reports.

espond quickly to small deficiencies. Provide capacity strengthening guidance, which includes cross-departmental learning.
Basic Qualifications
- Master’s degree in supply chain or other relevant degree required.
- Minimum of 5 years work experience in supply chain/logistics/procurement management with progressive responsibilities, preferably with relief supply chain management.
- Knowledge of and experience with various public donors’ regulations. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP). Global Fund programming experience is a plus.
- Knowledge of national and international import/export legislation and common customs regulations.
- Staff management experience and abilities that are conducive to a learning environment.

Preferred Qualifications
- Master’s Degree in Supply Chain, Pharmacy or other relevant Master’s, or equivalent experience strongly preferred. Professional certification(s) in supply chain a plus.
- Strong knowledge of national-level health campaign programming and operational requirements.
- Experience using ICT4D in Supply Chain Management.
- Experience engaging with Ministry of Health and its partner organizations, preferably in area of health product supply chain management and health system strengthening.
