Context:

Under the overall supervision of the Director, Supply Chain Division and direct supervision of the

Global Supply Chain Officer, and in close collaboration with the Manila Supply Chain Unit (MSCU) Global Stocks (GS) and the Regional Offices (ROs), and in coordination with the Preparedness and Response Team (PRD/DOE), the Supply Chain Officer will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at an optimal price and in a timely manner.

Core Functions / Responsibilities:

  1. Contribute to the strategic planning for supply chain-related activities of the Global SCMOperations in close collaboration, with internal and external stakeholders at the HQ, Regional, and Country Offices.
  2. Responsible for coordinating and monitoring all aspects of the emergency supply chain to check the timely and efficient delivery of essential goods during crisis situations. Key responsibilities include procurement, logistics coordination, warehousing, and contributing to the developing strategies to enhance the emergency response supply chain.
  3. Conduct logistics capacity assessment and market research to keep abreast decision makers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns, and availability of goods and services.
  4. Contribute to the design, implementation, control, and optimizing of the supply chain aspects during crisis events. Collaborate with the requesting Country Offices, and vendors, manage the inventory levels, monitor and coordinate the transportation and deliveries of emergency supplies, and prepare contingency plans for the rapid and effective dispersal of emergency supplies.
  5. Identify supply chain bottlenecks (value stream mapping) and propose the optimization of the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.
  6. Liaise with the relevant units and provide technical support in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently, and in accordance with the existing procurement rules and regulations.
  7. Solicit bids, quotations, and tender documents, oversee the bidding process and provide support for executing the procurement transactions, analyze the bids assuring the conformity to specified requirements; conduct appraisals and select suppliers, and confirm payment terms.
  8. In coordination with relevant parties, ensure timely submission of relevant reports as appropriate.
  9. Contribute to the establishment and management of robust appropriate internal control mechanisms for the Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
  10. Provide training and guidance to the SCM staff of Country Offices on emergency-related aspects, while monitoring, evaluating, and supporting their professional and career development.
  11. Provide technical inputs and engage actively in coordination with external partners within IOM’s Global Prepositioning Network such as UNHRD (United Nations Humanitarian Response Depot) and VMI suppliers (Vendor Managed Inventory).
  12. Participate in the UN inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration Management, Procurement, Supply Chain Management, Logistics, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in managing diverse procurement and logistics operations; and,
  • Demonstrated experience in training and managing large teams of co-workers, and managing vendors and suppliers.

Skills

  • Proven technical skills and advanced professional level in industry analysis, SWOT, market, and supply base analysis, should-cost analysis;
  • Proven leadership skills in managing complex work portfolios and stakeholder relationships;
  • Excellent level of computer literacy and good knowledge of ERP required;
  • Demonstrated experience in training and managing teams of staff, managing vendors and suppliers; and,
  • Extensive knowledge of international, public sector Supply Chain and financial rules, and prior experience with IOM or/and UN agencies are advantageous.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
