Support Coordinator- LEBANON- H/F At Croix-Rouge Française

Following the 2011 crisis in Syria, the French Red Cross established a permanent presence in Lebanon in 2013 to strengthen the capacity of the Lebanese Red Cross to better respond to the needs of Syrian refugees and Lebanese host populations.

The activities of the French Red Cross in Lebanon are mainly focused on supporting the Lebanese Red Cross strategy in the country to meet the needs of the most vulnerable. In 2020, the Delegation of the French Red Cross in Lebanon launched a risk and disaster management project (focus on flood risks) for 2020-2024 in consortium with two other partners. In August 2020, following the Beirut explosion, the French Red Cross launched an appeal for donations to support the Lebanese Red Cross’ emergency response through health and disaster management projects. In October 2020, the French Red Cross signed a joint project (Shelter and Wash intervention for the prevention of Covid19) with the Lebanese Red Cross.

Position

OBJECTIVES OF THE POSITION

  • Supervise and ensure financial, accounting, and budgetary management of the delegation as well as the management of administrative and legal files.
  • Supervise and ensure the setting up and follow up of the mission’s HR policy and coordinate its implementation as per the country’s legislation, HR policy and FRC staff development
  • Supervise and ensure the logistics management of Syria and Lebanon delegation
  • Ensure that support functions are strengthened, and appropriate systems are in place to support programs implementation in all aspects
  • Ensure the management and the capacity building of both the Admin Manager and the Logistics Manager

ADMINISTRATIVE RESPONSIBILITIES

  1. Financial, budget, and accounting management of the mission in Syria and Lebanon.
  2. Management of the financial aspect of the partnership cycle with the Host National Society
  3. Management of the mission’s national human resources.
  4. Administrative and legal management of the mission.
  5. Capitalization

QUALIFICATIONS, SKILLS, AND EXPERIENCE

Master’s degree in Business Administration, Finance or Humanitarian Finance/Logistics. Minimum of 2 years of demonstrable relevant experience in a similar position. Solid HR management skills. Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls Essential computer literacy (word, excel, internet). Knowledge of and experience with donor and government grant regulations and financial reporting requirements. Senior leadership experience in strategic financial and operational management.
