Support services for a peer review process of the humanitarian programs of the Belgian Red Cross and the RKV At Belgian Red Cross

The Belgian Red Cross is launching a call for tenders for support services for program teams, in order to facilitate the peer evaluation of the 2nd phase of the humanitarian programs of the RKV (HP2) and the CRB ( AMoPAH). These programs respectively aim to strengthen vulnerable communities in the midst of humanitarian crises and protect people affected by conflicts in several African countries.

Description of service :

The service consists of supporting the peer self-assessment process of the RKV and CRB humanitarian programs. From a perspective of strengthening institutional capacities, the services offered include coaching teams through various actions such as the creation and training of a pool of evaluators, support for the development of data collection tools, support in data analysis, as well as quality assurance of the process.

Qualification of the consultant:

  • Proven experience in supporting organizations in learning or institutional development processes;
  • Expertise in terms of training engineering;
  • Proven mastery of different external evaluation methods;
  • Proven experience in leading evaluative processes – and ideally, humanitarian or cooperation programs;
  • Desired: Professional experience in fragile contexts/countries;
  • Proven knowledge of approaches to protection and social cohesion within the Red Cross Movement or the humanitarian sector;
  • Knowledge of the principles, mandate and structure of the different components of the Red Cross and Red Crescent Movement;
  • Language skills: perfect command of French is required.
