Surveillance Specialist At ICAP

POSITION SUMMARY

ICAP at Columbia University’s Global Fund (GF) COVID-19 Response Mechanism C19RM) Technical Assistance aims to support host-country governments to strengthen COVID-19 responses, develop future pandemic preparedness and response capacity and mitigate the knock-on effects of COVID19 on HIV, TB and malaria clinical services. In the Philippines, the program provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners. Under the direction of the Strategic Information (SI) Officer, the Surveillance Specialist will provide technical assistance and capacity building support to the Epidemiology Bureau of the Department of the Health of the Philippines to bolster priority disease surveillance activities, including HIV, TB, malaria and SARS-COV2.

RESPONSIBILITIES

  • Data cleaning and data management (10%)
  • Prepare data documentation including data dictionaries, codebooks, and data use manuals (10%)
  • Write, update, validate, and run statistical programs for analyses (e.g., creation of datasets, tables, figures and listings) (45%)
  • Summarize data and prepare routine and ad hoc reports and presentations to meet reporting requirements and requests for donors and stakeholders (e.g., SAPs, PowerPoint, dashboards) (10%)
  • Provide statistical programming expertise to project teams by preparing analytic data files, writing code for macros, and utilizing macro libraries (5%)
  • Develops and updates specifications for automated monitoring reports to be generated by project databases (5%)
  • Provide support to the DOH-EB to improve data collection and use (eg. HIV, TB surveillance, SARS-Cov2) and participate in Technical Advisory Group (TAG) meetings (10%)
  • Perform other related duties as assigned by the ICAP Supervisor (5%)

EDUCATION

  • Demonstrated experience in data analysis (preferably using SAS and/or R) and statistical analysis with a high level of organization, autonomy, technical skill and team orientation
  • 3-5 years of related experience designing, managing, and working directly with databases from research studies
  • Demonstrated writing skills: reports, presentations, and/or protocols
  • Demonstrated experience executing statistical programs for the creation of tables, figures, listings, and analysis databases
  • Demonstrated expertise in project-specific dataset/database structures and related data cleaning and coding methods
  • Excellent attention to detail and strong formatting skills using the Microsoft Office Suite
  • Experience using geospatial analytic software, including QGIS, ArcGIS
  • Data analysis experience using SAS, STATA or SPSS
  • Experience using existing data systems (HARP, OHASIS) for the national HIV program in the Philippines
  • Experience with data visualization software such as Tableau or PowerBI
  • Excellent verbal and written communication skills required
  • Fluent in English and Filipino

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS

  • Experience working with PEPFAR, U.S. Government or other bi-lateral donors preferable, with strong familiarity with PEPFAR reporting requirements
  • Experience with large dataset related to health
  • Understanding of public health, preferably including global HIV/AIDS
  • Knowledge of R or other statistical language for making figures
  • Knowledge of data cleaning methods
