Swedish Red Cross is recruiting an experienced PGI delegate to provide PGI mainstreaming and SGBV technical support to our National Societies partners in Africa and SRC programme engagement in the Africa region.
Natural disasters, crises and conflicts affect people differently. People are often subject to threats to their lives, safety and dignity, discrimination, loss of access to basic services and other risks. Emergencies accentuate existing gender inequalities and discriminations. Sexual- and gender-based violence tend to increase. Social factors such as gender, age, disability, ethnicity, health and social status, ethnicity or other, shape the extent to which people are vulnerable to, affected by; respond to and recover from crises.
To ensure an effective humanitarian emergency response that reach the most vulnerable and address the specific needs, capacities and protection risks of women and men of all ages and backgrounds, ‘Protection, Gender and Inclusion’ considerations should be reflected in the preparedness and response work, from the initial assessment and throughout the program cycle. To uphold the humanitarian principle of impartiality, the Red Cross/Red Crescent promote gender equality and diversity at all levels in the organization as well as in the work.
Swedish Red Cross has increasingly incorporated a protection, gender and diversity perspective into all emergency responses and humanitarian programmes. The aim is to address the needs and protections risk of the most vulnerable women and men of all ages and with diverse backgrounds whilst drawing on their capacities and engagement. It includes ensuring the dignity, access, participation and safety with a people centred approach.
Your role
As the Swedish Red Cross (SRC)PGI delegate you will support our country representatives and program managers in supporting National Societies (NS) Partners in Africa to enhance the impact, reach, quality, efficiency and sustainability of services and operations through implementation of PGI activities and approaches. Your role will be to ensure the dignity, access, participation and safety (DAPS) of the target populations. This includes PGI mainstreaming and the creation of an enabling environment within the NS; staff and volunteer support and training; and strengthening inclusive community relationships. You will provide operational capacity to identify protection risks including child protection and sexual and gender-based violence and take action to prevent, mitigate and respond to violence, exploitation and abuse, including safe, confidential and referral mechanisms and appropriate reporting.
Key duties and responsibilities
- Provide technical support to ensure all SRC supported programmes and operations are mainstreaming PGI throughout and are reaching the gender marker 2 (i.e. collection and conducting PGI analysis of sex, age and disability disaggregated data; adopted assistance; addressing risks and negative effects and adequate participation).
- Work with SRC and NS sectorial technical staff/advisors to ensure that all programmes and operations throughout the project cycle are implemented in accordance with the Red Cross and Red Crescents Minimum Standards for Protection, Gender and Inclusion and promotes the dignity, access, participation and safety of women, men, girls and boys of all ages and backgrounds.
- Provide technical support when conducting sectorial and/or protection assessments to identify specific PGI related needs, concerns, protection risks and capacities of persons of all gender identities, ages, disabilities and backgrounds are collected sensitively and safely; are analysed; findings are documented securely and in coordination with other relevant protection actors.
- Design and deliver capacity building activities for Red Cross Red Crescent staff, volunteers and community members: build understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity.
- Provide technical support to the NS, and in coordination with other agencies, map and disseminate protection referral pathways.
- Undertake regular monitoring and provide reporting on the changing operational context and the protection risks ensuring that prevention, mitigation and response are targeted and adapted to the changing context, risks and needs.
- Report and advocate for PGI issues with key stakeholders internal and external to the RCRC Movement to ensure appropriate awareness of PGI issues, their ramifications and how RCRC teams are responding to PGI risks and needs.
- Document and share PGI lessons learned, smart practices and other useful findings within SRC, NS partners and with Regional RCRC counterparts
- Where relevant represent SRC in forums for coordination
Formal Qualifications
- University Degree in relevant area of expertise
- Minimum of five (5) years of professional field experience in relevant area of expertise
- Experience from international humanitarian work
- Experience from work in accordance with the Red Cross and Red Crescent principles
- Proficieny in English and French
- Proficiency in the use of IT Office Tools and software tools
- Valid driving license for manual transmission vehicles
Technical Qualifications
- Expertise in Protection, Gender and Inclusion including mainstreaming; the Do-No-Harm principles; Sexual and Gender-Based Violence before, during and after emergencies including safe, confidential and appropriate referral mechanisms; and Protection from Sexual Exploitation and Abuse (PSEA)
- Expertise in Minimum Protection Approach
- Extensive knowledge and application of universal standards and guidelines including Sphere Handbook and Inter-Agency Standing Committee Guidelines for Gender, Protection, and Gender-Based Violence Interventions and Sexual Exploitation and Abuse and Sexual Harassment in Humanitarian Action
- Documented experience in adult learning and in providing technical capacity building, specifically with PGI Focal Points and other sectorial staff and volunteers, including training, mentoring and on-the-job-training.
- Experience in PGI Organisational Development to ensure an enabling environment within the NS, including policy development and awareness raising/advocacy with the NS leadership to ensure acceptance and ownership of the PGI file.
- Knowledge in PMER including strategic PGI planning, assessments, evaluation and monitoring to ensure PGI outcome, outputs, indicators and budgets are included in all SRC supported programs and proposals/applications within the region.
- Ability to provide technical advisory and capacity building support to SRC country managers and work together with SRC program managers, NS staff and volunteers to ensure PGI mainstreaming in all sectorial programs
- Ability to coordinate with relevant internal Movement and external stakeholders including sharing learning, resources and capacities when possible.

Other information
This is a fixed time position of one (1) year with a possibility of extension. Starting date is as soon as possible. The position will be based in Nairobi in Kenya, with frequent travels to SRC partnering National Societies (mainly DRC; Niger; South Sudan; Sudan; Liberia, and other African countries).
Travelling within the region (sometimes to complex and insecure environments) as well as to head quarter office in Stockholm is required as part of the work. Travel restrictions due to the Covid-19 pandemic will influence the possibilities for travels and travel procedures and protocol will be adjusted as per the development.
