ABOUT THE MISSION

SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012. The mission employs nearly 350 national staff, and more than 45 expatriates, and has a 28 million EUR budget forecasted for 2023. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan.

The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations.

TYPE AND CONTENT OF PROGRAM: Syria mission is dedicated to work in areas recently and in challenging contexts to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

Main current activities are related to:

Lifesaving

– Wash – emergency package in IDPs settlements

– Distribution of NFIs and MPCA

More sustainable activities:

– individuals’ houses rehabilitations, rehabilitation of schools

– Institutional rehabilitations and support: Water stations rehabilitations, capacity building of the Water Department, rehabilitation of irrigations systems and infrastructures

– FSL, composed of an agricultural support to farmers/production system and of livelihoods activities including MPCA and ERMS.

Additionally, SI has some contingency and capacity to respond to emergencies in all NES.

ABOUT THE JOB

General objective:

The HR coordinator coordinates the implementation of Solidarités International Human Resources policy. As HR Coordinator he/she is responsible for the administrative aspects of the mission and ensures the respect by all of Solidarités International procedures, and the laws of the country in which SI is intervening. He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to Human Resources.

The main challenges:

  • Update and review the HR strategy to reflect the mission ambitions / expansion;
  • Provide necessary guidance, support and training to the Log/Admin Manager, Admin Managers and HR teams.
  • Follow up of several countries (Turkey, Jordan, Syria, Iraq) for HR related topics and legal issues with very different contexts and constraints.
  • Be the focal point and the link between headquarters and the mission for all HR national staffs matter and Expat administrative ones.
  • Lead and roll out the subsidiary Expats recruitment pilot project at mission level (for managers).
  • Support all bases to improve social welfare; team building activities, social dialog, PSS support etc.

Priorities for the 2/3 first months:

  • Support the Implementation of capacity building policy and support the mission in designing a mission training orientations taking into consideration the mission strategic and operational needs that should lead to the drafting of the mission annual on training plan
  • Monitor the Roll out of the New Insurance policy scheme that will replace the medical allowance previously granted to staff in Syria.
  • Harmonize the HR practices among all the bases in the mission (use of same HR template such as attendance sheet, PSEA policy acknowledgement Template etc….)
  • Regular monitoring of HR Sizing/HR needs of the mission and contribution to proposal development
  • A complete plan to be prepared for senior management, reinforcing on one of our main pillar from the mission & HR strategy, by investing in national human resources & allowing organization to nationalize some managerial positions in order to encourage local team to optimize these opportunities.

Responsibilities and main activities:

Analysis of the socio-economic context

  • Identify administrative partners relevant to HR
  • Track the change in the cost of living and the work market
  • Study the social, cultural and ethnic organization and the values and customs of the country in which Solidarités International is intervening
  • Study demographic elements, socio-professional make-up and HDI of the intervention country

HR management of expatriates and nationals

  • Ensure that HR procedures and staff behavior are compatible with local culture, paying particular attention to gender issues
  • Take part in the welcome and administrative briefing for expatriate personnel
  • Ensure that recruitment and hiring procedures are respected: validate the mission’s recruitment needs, post profiles and contracts
  • Supervise the archiving, handling and security of Solidarités International personnel files
  • Inform the different members of the coordination teams about the methodology for performance reviews as well as their objectives and purpose, and ensure that they are implemented
  • Drive the implementation and improvement of Solidarités International training policy and monitor staff development
  • Ensure that disciplinary procedures are respected and confirm eventual sanctions
  • Confirm salaries before payment
  • Ensure that statements and payments are made to the organizations concerned
  • In partnership with headquarters and the head of mission take part in defining Solidarités International salary and social policies and implement these policies. Evaluate risks linked to changes in compensation and social policies
  • Promote the establishment of legal bodies of representation and consultation of personnel on the bases and support the management and settlement of conflicts
  • Conduct meetings and communication with personnel
  • Consolidate and update the mission organization chart
  • Update internal policies and procedures and the HR manual in accordance with developments within the legal framework or the understanding of that framework
  • Take part in abuse and risk prevention
  • Ensure the administrative monitoring of disputes and represent Solidarités International before administrative authorities and, if necessary, legal authorities
  • Oversee the administrative management of expatriate human resources

Team management

  • In partnership with the administrators define the needs for HR administrative personnel on the mission and recruit in accordance with the allocated resources and Solidarités International operational strategy
  • Train and assess the HR administrative team
  • Coordinate, schedule and supervise the activity of the HR administrative team
  • Lead meetings of the HR administrative team

Reporting/Communication

  • Ensure HR administrative reporting to headquarters in accordance with the time frame specified by the administrative calendar
  • Establish and maintain relations at a national level with administrative authorities linked to HR. Constantly monitor legal developments, review local labor laws regularly, approve information collected by law firms and integrate this information in Solidarités International documents
  • Take part in meetings relating to HR issues, represent SI on request and/or by order
  • Organize and lead information and coordination meetings
  • Take part in drawing up proposals and donor reports, focusing on the analysis and the HR cost of the programs
  • Draw up the HR annexes for the donor reports
  • Act as liaison between headquarters and the field for matters relating to Human Resources management

Management

Number of persons under direct management:

  • 2 deputy HR coordinators
  • A team of 4 colleagues in Amman (liaison supervisor, 3 cleaners)
  • Functional management of 4 admin managers (Erbil, Azaz, Raqqa and Amuda bases)

YOUR PROFILE

Specific skills and experience:

Diploma/education: HR / Administrative master degree (or relevant field)

Previous experience: At least 2 previous missions as a HR coordinator and minimum 5 years of experience in challenging HR positions and set up.

Skills:

– Strong management / coordination skills

– Experience on adapting/reviewing HR policies

– Ability to work on several countries contexts

– Ability to provide remote technical support

– Ability to work under pressure and to prioritize

– Solid organizational / initiative / communication skills

– Knowledge of SI rules and processes is an asset

Language:

  • Fluent English mandatory
  • Arabic is an asset

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 785 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Living conditions in Amman are very good with access to a wide range of restaurants, cafes. Most products (food, clothing…) are easily accessible in Amman.

In Amman, security risks are extremely low and restrictions are very limited. The HR Coordinator will be requested to travel regularly to the field where security levels can vary according to the different geographical locations and the changes of context.
