SYRIA – PARTNERSHIPS & GRANTS COORDINATOR (H/F) – AMMAN At Solidarités International

ABOUT THE MISSION

Solidarités International (SI) has been working in Syria since 2012.

Today, SI and its partners are responding to both emergency and longer-term needs in north-western (NWS) and north-eastern Syria (NES), as a turn from lifesaving activities to more post-emergency/development has been started.

The mission’s coordination is based in Amman, and is managing the entire Syria mission and its operations in NWS / Azaz; and in NES / Raqqa and Amuda.

This strategy was made possible by unique and unprecedented access conditions negotiated by SI in the intervention zones.

Main current activities:

  • Lifesaving
    • Wash – emergency package in IDPs settlements
    • Distribution of NFIs and MPCA
  • More sustainable activities:
    • Individuals’ houses rehabilitations, rehabilitation of schools
    • Institutional rehabilitations and support: Water stations rehabilitations, capacity building of the Water Department, rehabilitation of irrigations systems and infrastructures
    • FSL, composed of an agricultural support to farmers/production system and of livelihoods activities including MPCA and ERMS.
  • SI has the mandate and capacity to respond to emergencies.

In addition, SI is now leading a major consortium of international actors involved in health, WASH, shelter, protection, livelihoods and emergency response activities in north-eastern Syria: the LEARN consortium.

The mission employs nearly 300 national staff, and more than 40 expatriates. It has an estimated EUR 25+ million budget.

ABOUT THE JOB

Role

The Partnership and Grant Coordinator is the head of the grants and partnerships department at mission level.

He/She thus plays a key role in developing and monitoring the partnership and financial strategies for the country office:

  • General management of the grant and partnership department, including donor contract management and reporting, proposal developments and participation to the development of the global partnership strategy and its implementation.
  • Support and reinforcement of teams on donor compliance
  • Support the CO in the external communication for various audiences.
  • Guarantee a high level of interdepartmental coordination in the management of grants and provides strategic support to the country office in terms of donor relations, funding strategy, external representation, implementing partners management, external compliance, and donor accountability.

He/She manages directly 2 Grant Managers and 1 Reporting Officer.

  8. EXTERNAL COMMUNICATION AND REPRESENTATION

  • Part of interventions managed remotely and areas of intervention difficult to reach;
  • Large volume of activities in various areas;

Priorities for the 2/3 first months

  • Ensure the continuity on the flow of information and reporting in the country office;
  • Work with DCD-P to structure the Grant Unit and Roles and Responsibilities
  • Support the DCD to formalize proposal and reporting writing processes within the CO;
  • Develop the partnership strategy and its implementation

YOUR PROFILE

Education

University degree (bachelor, masters) in a related field.

Specific skills and experience

  • Minimum 5 years of experience managing humanitarian grants (implementing INGO) with project management experience
  • Previous experience as Head of Partnerships & grants unit or equivalent strongly recommended
  • Experience developing proposals with rigorous requirements and tight deadlines
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members

SI WILL OFFER YOU

A salaried position Salary: According to experience, starting from EUR 2 640 gross / per month (EUR 2400 base salary + 10% annual leave allowance – paid monthly)

Per Diem: USD 785 / month.

Housing: provided by SI during the mission: shared guesthouse with other international colleagues.

Housing and/or family package could be discussed.

Insurance package: includes health insurance (including refund of all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expense), civil liability, war risks, contingency & repatriation. Essential vaccination and antimalarial treatment costs are refunded.

Break policy: Legal paid leaves are paid every month, and are included to the monthly gross salary, which is thus increased by 10% (see above).

During the mission, there is a system of a regular alternation between work and rest, at the following pace : one (1) break every three (3) months fully worked. It means that SI offers you seven (7) working days ever three months worked, with a break allowance of USD 850 for each break.

These breaks are mandatory.

In addition to these, SI offers one (1) monthly rest day (MRD) off / per worked month.

SI covers accommodation costs and travel expenses between the expatriate’s country of residency and the base.

Living conditions

Amman: Living conditions in Amman are very good and staff has access to a wide range of facilities and leisure activities. Most of western products (food, clothing…) are easily accessible. The country also proposes several touristic destinations.

Bases: Security in NES and NWS is very volatile and justifies specific arrangements for accommodation and movement in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.

+ In Erbil (Iraq) where there will be occasional travel to access NES, security levels are good, restrictions are mainly related to obtaining visas for international staff, which can take some weeks.
