General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:

The Systems Director (SD) is a key member of the Senior Management Team, providing leadership and management of the Systems departments (Human Resources, IT, Logistics, Procurement, Compliance and Administration) for North West Syria cross-border programmes as well as the Türkiye programme. In order to ensure holistic management within a dual country framework, the support functions for both country programs are managed together under the abovementioned departments. The department heads are supervised by the SD, with dedicated country staff at the field level as relevant. The SD assists in the strategic planning and management of the NW Syria and Turkiye programmes, working with programme and project teams and head office staff to define and implement a programme that gives meaning to GOAL’s mission, policies and procedures, within the Türkiye and NW Syria context.

The SD has a direct reporting line to the Türkiye Country Director with a matrix supervision line to the Syria Country Director. The SD will be expected to have a good understanding of the overall country programmes, and be able to effectively deputise for the Syria or Türkiye CD when s/he is on leave or absent, and may be called on to effectively represent the organisation to external stakeholders in particular as regards the support services.

Key Duties:

General

  • Provide leadership and strategic support and to internal support system departments (Logistics, Procurement, HR& Administration, IT, Compliance).
  • Ensure strong human resource strategies and systems are in place and are properly implemented in areas such as recruitment, staff development and retention, and performance management.
  • Assure relevant internal support systems policies and procedures that support programme implementation as well as comply with donor and GOAL global policies.
  • Actively participate in the Senior Management team, contributing to the ongoing development of the country programmes and managing GOAL Syria’s risk
  • Proactively seek out ways to incorporate learning and innovative into ways of working within the System department
  • Ensure strong and timely coordination among the different systems departments, and between Turkiye-based and Syria-based Systems team.
  • Deputise the CD when requested.

Human Resources:

  • Ensure HR policies, practices and procedures promote an organizational environment which is fair, open, protective and which fosters a learning culture.
  • Provide guidance and direction to the Human Resources department as required to ensure that recruitment is managed in a transparent, effective, efficient and compliant manner
  • Manage, guide and coach department managers to assure a productive and motived team.
  • Oversee compliance with national employment law legislation and reporting requirements
  • Support management to implement an effective annual performance review and development process.
  • Liaise with HO in Dublin on HR issues etc. as appropriate;

Financial:

  • Prepare and manage the overall core cost and equipment budgets.
  • Participate in the development of proposal budgets ensuring sufficient funding is secured for equipment and support functions to enable the successful delivery of programmes
  • Facilitate coordination between system departments and the finance department
  • Ensure organisational compliance to donor policies and guidelines**.**

Administration:

  • Coordinate the regular reviews of all relevant manuals and manage their rollout
  • Support the Country Director in the management of security and crisis management
  • Ensure efficient and effective administration systems in line with local regulations and GOAL policy
  • Ensure GOAL Syria adheres to the regulatory requirements of the government of Türkiye with regard to visas, work permits and registration in liaison with supervisor.

IT:

  • Ensure that the IT planning reflects programme priorities
  • Assure all IT components (hardware, software, data, processes and people) maintain pace with changes in technology.
  • Provide guidance, mentoring and support to the IT department as required
  • Provide support and oversight for IT related issues including adherence to IT guidelines.

Logistic and Procurement:

  • Provide strategic support and leadership to the Logistics department.
  • Strategic supervision of all logistical operations at the various field and support sites: including procurement/supply chain (including stores), asset management, premises, transport and fleet management.
  • Improve cost-effectiveness through use of framework contracts, restricted tenders, procurement plans and improved coordination of programme activities, purchasing and transport.
  • Ensure logistical operations are aligned with GOAL Logistical Manual and with Donor requirements.
  • Ensuring logistics reports are submitted on time (from Syria to Türkiye, and from Türkiye to Dublin). Ensure that the Logistics Department manages timely negotiation of property contracts and ensure that property is insured, well maintained and secure
  • Ensure that the GOAL logistics services, and transport fleet serves the needs of the programme.

Compliance:

  • Oversee the functioning of the Compliance department.
  • Ensure Donor Compliance reports are prepared reviewed and submitted in a timely and quality manner.
  • Participate in managing GOAL Syria’s risk in line with best practice ISO31000, reviewing internal controls, facilitating the design of risk based internal annual audit plans and implementing the use of key tools such as the strategic risk register, issues lists and regular project risk reviews and coaching staff on the same.
  • Supervise and provide technical support to internal investigations as required

REQUIREMENTS

  • Minimum 5 years previous experience at a senior management level
  • Education to a master’s level, or significant relevant experience that shows ability to critically analyse and apply information in management and work situations at mgt. level
  • Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation
  • Excellent staff management and personnel skills
  • Evidence of strong commitment to capacity building and mentoring of teams
  • Excellent critical thinking and strategic analysis skills.
  • Good skills in systems development and documentation e.g. experience of ISO systems or similar
  • Budgetary control and financial management skills
  • Fluent in English and Turkish
