Systems Director At Concern Worldwide

**About the position: This is a 24-month replacement position based in Ouagadougou with a grade 5 salary (€48,648 – €54,053) and supported partnership conditions.

Concern’s program in Burkina Faso is a growing program that now spans two regions – the Centre-East and the Boucle de Mouhoun. With funding from Irish Aid, BHA and the Sahel Regional Fund, Concern implements programs in the areas of health and nutrition, water, sanitation and hygiene, food and livelihood security, as well as emergency response. You will report to the DC and provide management and strengthening of all support systems and line management of all systems staff, working closely with program staff.

We would like you to start as soon as possible.

Your objective: As a member of the Country Management Team (CMT), you will lead the effective implementation of Concern’s programs by managing support systems, including logistics and procurement functions, human resources functions, administration, IT and security, and ensuring compliance with Concern Worldwide and donor procedures, policies and standards.

You will be responsible for:

Systems management

  • Support continued compliance with legal and regulatory requirements for the national program
  • Ensure compliance with procedures at all sites through periodic monitoring and support visits and close remote monitoring.
  • Manage information systems to monitor and report the effectiveness and efficiency of administration, human resources, information technology, transportation and logistics.
  • Drafting of all external contracts to ensure consistency and clarity and to minimize risk to Concern.
  • Conduct or supervise logistics, administrative, human resources, information technology and security assessments for all new programs and implement systems for all new field and program sites.

Security management

  • Act as the security focal point for Concern Worldwide and liaise with security focal points in each local office.
  • Lead the security focal group in Ouagadougou and support security focal groups in the field and ensure they have the necessary knowledge and information to carry out their activities.
  • Participate in relevant security forums, sharing information where appropriate.
  • Review and update of Concern Worldwide Security Management Plan and required standard operating procedures.
  • Ensure that all new staff and visitors receive a thorough safety briefing.
  • Conduct or supervise security assessments for all new sites and interventions.

Staff management

  • Ensure that Concern Burkina Faso fully complies with national employment legislation and requirements, as well as Concern Worldwide’s overall human resources policies and procedures.
  • Ensure that staff are trained in the Concern Code of Conduct and its associated policies, and that mechanisms for reporting and reducing the risk of abuse are operating effectively.
  • Provide line management for logistics, transport, ICT, human resources and administration staff in Ouagadougou and provide technical support to similar staff in other locations.
  • Oversee complaints resolution procedures and disciplinary procedures.
  • Healthcare management for international staff.
  • Oversee logistical arrangements for visitors.
  • Lead salary and benefits review processes and ensure results are analyzed and shared with CMT and other staff as appropriate.
  • Promote gender balance at all levels of the workforce**.**
  • Agree targets with the CMT for recruitment and ensure they are achieved.
  • Ensure the establishment of an effective performance development evaluation system and the organization of continuing training for line managers and staff.
  • Identify strategic training needs.
  • Ensure that each member of the systems team understands what is expected of them.
  • Monitor and review team performance; provide corrective feedback where necessary and take decisive action in cases of poor performance.
  • Participate in relevant HR forums, sharing information where appropriate.

Budget management

  • Identify and implement potential savings and make recommendations to the CMT.
  • Prepare administration and transportation budgets during the budgeting process and track related expenses. Proactive identification of issues to discuss with budget holders and the CMT.
  • Calculate costs of required systems and prepare budgets for personnel, administration and transportation, as well as support budget development of proposals and funding requests.
  • Identify all donor-specific system requirements to ensure compliance

Office management

  • Ensure adequate supplies, staffing and support systems are in place at all Concern premises.
  • Ensure that premises leases are actively managed and contracts evaluated
  • Ensure that all matters relating to government authorizations are managed proactively.
  • Ensure that all offices and residences of international staff comply with safety, health and security standards.

Transportation management

  • Ensure cost-effective maintenance of Concern Worldwide’s vehicle fleet.
  • Ensure transportation reports and recommendations to the CMT are accurate and timely.
  • Regularly assess the transport needs of the national program and ensure appropriate solutions are implemented.
  • Ensure all offices adhere to the Transportation and Fleet Management Policy.
  • Guarantee a clear and well-documented written trail in system files
  • Development of a multi-year asset replacement plan (fleet and IT)
  • Management of the fixed assets register.
  • Ensure that all stores and assets are managed and accounted for in accordance with Concern and donor policies.
  • Ensure that semi-annual inventories and asset register updates are carried out and year-end procedures are completed and approved.
  • Ensure representation and participation in relevant logistics forums, sharing information in a timely manner.

Procurement and asset management

  • Ensure effective procurement of goods and services in a transparent and accountable manner, ensuring that the organization provides value for money and that donor funds are used in a justified manner.
  • Prepare and supervise an annual procurement plan for each program.
  • Establish and maintain a list of pre-qualified suppliers
  • Train, support and monitor staff involved in procurement
  • Lead international calls for tenders, contracts and public procurement

Information technology

  • Organize requests for assistance from sub-regional, regional or headquarters IT staff, as appropriate.
  • Ensure that Concern’s IT policy and procedures are understood and followed by all staff.
  • Ensure that adequate IT equipment is in place for the execution of all programs and the operation of all offices.
  • Establishment of effective support systems, enabling the proper functioning of IT systems and information management.
  • Develop staff’s IT capabilities, skills and confidence in using common software.

Your skills and experience are as follows

  • Relevant graduate degree
  • Five years of experience in a systems/operations role within an international NGO, including two years at a senior level.
  • Management of diverse and multi-operational teams
  • Experience managing security in insecure contexts.
  • Previous work in a similar setting, including emergency response experience
  • Managing a diverse team of senior executives
  • Specialized knowledge and experience in an area of ​​the systems listed above
  • Excellent communication and interpersonal skills and ability to motivate others.
  • Delegation, time management and prioritization
  • Computer literacy and good knowledge of Word and Excel.
  • Excellent knowledge of English and French
  • Alignment with Concern’s mission, vision and goals, as well as our target group
  • Work with major international donors and grant compliance requirements.
  • Proven experience in resource planning and budget management
  • Experience in tendering and contract management
