Position Description

EnCompass LLC is seeking a Talent Acquisition Specialist to provide crucial support in full life-cycle recruiting for EnCompass staff, project and proposal positions, while partnering with the Hiring Managers and serving as a talent advisor to the Hiring Managers.

The Talent Acquisition Specialist is a social media-savvy, mid-level recruiter, with experience in and passion about international development and recruiting. They will help the Associate Director of Talent Acquisition build and streamline the recruiting process as the company grows. As the Talent Acquisition Team members are usually the public face of the company during the recruiting process, the Talent Acquisition Specialist must ensure a positive candidate experience from the initial application to the final on-boarding process. They also maintain awareness of competitor practices, industry trends, and recruitment standards.

The Talent Acquisition Specialist will also be responsible for searching social platforms and conducting in-person networking to identify potential candidates, and building a strong talent pipeline for our company’s current and future staffing needs, along with building and maintaining strong working relationships with the Hiring Managers, other internal clients, and external contacts.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office.

Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.

Position Duties and Responsibilities

Essential functions:

Administration:

  • Work collaboratively with the Talent Acquisition team and the Associate Director of Talent Acquisition to enhance and streamline recruitment processes, ensuring they are flexible yet compliant with best practices
  • Maintain up-to-date knowledge of OFCCP compliance requirements for recruitment and apply this knowledge in daily tasks
  • Actively maintain and apply knowledge of diversity, equity, and inclusion best practices in recruiting efforts
  • Take the lead in specific projects or types of recruitment, showcasing initiative and expertise in these areas
  • Assist in maintaining the Applicant Tracking System (ATS) and the Consultant Database, contributing to the expansion and improvement of EnCompass’ Global Consultant Network
  • Actively engage in internal discussions and initiatives aimed at refining recruiting procedures, processes, and tools, ensuring continuous improvement in these areas

Technical:

  • Serve as lead recruiter for designated projects or recruitment types, developing and implementing effective recruitment strategies
  • Participate in university and industry career fairs, networking events, and other recruitment activities, bringing back valuable insights and potential candidate leads
  • Manage the full life-cycle recruiting process for domestic and international vacancies. This includes creating applicant pools, posting job ads across various platforms, and actively sourcing passive candidates
  • Work closely with Hiring Managers to devise recruitment strategies that align with EnCompass’ needs, advising on the Talent Acquisition Process to ensure efficiency and effectiveness
  • Conduct initial screenings and interviews to shortlist candidates, ensuring a seamless flow from application review to final hiring stages
  • Coordinate the interview process, including scheduling, follow-ups, and reference checks, to maintain a positive and engaging candidate experience
  • Adapt recruitment procedures to address unique challenges, knowing when to escalate issues to the Associate Direct of Talent Acquisition for additional support.
  • Prepare and present offer recommendations for approval, ensuring compliance with EnCompass’ policies and processes

Other:

  • Engage fully as a member of the EnCompass staff team, actively participating in staff meetings, EnCompass events, and contributing to a cohesive team environment
  • Share recruitment knowledge and expertise with members of the Talent Management Team, fostering a learning culture and supporting the professional growth of peers
  • Perform other duties as assigned, demonstrating flexibility and a proactive approach to support the broader goals and needs of the Talent Acquisition team and EnCompass

Qualifications

Academic Qualifications

  • Minimum of a Bachelor’s degree and 6 years of relevant experience (alternatively, an Associate’s degree with 7years of relevant experience, or a Master’s degree with 3-4 years of relevant experience)
  • Degree should be in international development, international relations, international human resource management, or related field

Experience and Skills

Required:

  • At least 4 years of demonstrated experience in recruiting
  • At least 3 years of donor-funded international development talent acquisition experience, including familiarity with USAID
  • Proficiency in using professional social media for recruitment purposes
  • Flexibility and the ability to adapt to the dynamic environment of international development
  • Ability to quickly learn new software and technology relevant to recruitment processes
  • Fluency in English with clear verbal and written communication and diplomacy skills
  • Strong organizational skills with an unfailing attention to detail
  • Ability to work within tight deadlines as needed
  • Demonstrated success in building relationships with candidates and clients, both internal and external
  • Excellent problem-solving skills and the ability to work effectively with diverse teams and tasks
  • Strong experience with Applicant Tracking Systems (ATS) and consultant databases
  • High level of proficiency with Microsoft Office applications and databases

Preferred:

  • Experience with diversity, equity, and inclusion in recruiting
  • AIRS recruiter certification
  • Experience with passive candidate sourcing
  • Knowledge of recruitment compliance guidelines such as the AIDAR and OFCCP
  • Additional language fluencies
  • Prior experience using EnCompass’ current ATS (Clear Company)
  • Ability to use an appreciative approach in client and colleague interactions, and model that approach for others

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $67,000 to $79,500.
