Talent Attraction Manager H/F At Médecins Sans Frontières

Médecins Sans Frontières is an independent international medical-humanitarian organization that offers assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflicts, without discrimination and without distinction of race, religion, belief or political affiliation.

The MSF movement is structured around six operational directorates. Operations are implemented by field teams and mission coordination teams, as well as by organizational units based at headquarters and in partner sections such as Dakar. Field operations are guided and supported by 5 operational cells, the emergency unit and other departments supporting operations, including the human resources department. In this context, we are looking for a  Talent Attraction Manager  based in Dakar**.**

Mission

The position of Talent Attraction Manager is placed within the West Africa and Cameroon HR unit based in Dakar and is hierarchically under the supervision of the MSF-Dakar Recruitment Coordinator. It aims to help guarantee the attraction of senior humanitarian profiles to MSF. The talent Attraction Manager will report functionally to the MSF-OCBA Recruitment Coordinator.

The main objective of the position will be achieved by managing attraction campaigns, being the first contact with candidates and coordinating activities with the 3 OCs (OCP, OCG and OCBA) via the MSF-Senegal recruitment teams.

Main Responsibilities

  1. ATTRACTION STRATEGIES:
  • Research tools, events or academic institutions available to reach a specific candidate globally, to cover needs on the ground.
  • Build a network with key entities to attract candidates for MSF.
  • Propose talent attraction strategies.
  • Execute approved policies, for profiles assigned to it and for other profiles.
  • Active search in other countries in the MSF Senegal zone through correct contact with other MSF entities.
  • Actively support specific recruitment for profiles profiled under the MSF Senegal zone requested by OCs as an SOS or emergency call.
  1. RECRUITMENT AND SELECTION
  • Actively seeking senior profiles ready to join the organization as field coordinators, project medical referents and, potentially, other coordination profiles.
  • Active search for senior profiles with  potential for coordination positions from  generalist targets (Admin, LOG, Nurses and MED).
  • Analyze and report key strengths and weaknesses of all candidates during the recruitment process.
  • Establish the necessary contacts with the MSF recruitment and pool management teams:
    • Updating candidate contact information and qualifications.
    • Carry out the various tasks and steps required as part of the recruitment and selection process
  • Present a monthly report to the recruitment coordinators of OCBA, OCP, OCG and Dakar.
  • Actively support the Dakar recruitment team in attraction campaigns in their markets.
  • Incorporation of FDI recruitment perspective.
  1. OTHERS
  • Participate in the planning of the Dakar recruitment team, at the request of the recruitment coordinator as line manager and his technical representatives (CO recruitment coordinator).
  • Write compliance reports and report any difficulties to the recruitment coordinator.

Professional skills

  • 2 years of experience in talent attraction activities.
  • Relevant work experience in West Africa.
  • Experience in selection and recruitment.
  • Fluent in English and French.
  • Experience in the humanitarian sector.  Ideally, field experience with MSF or another NGO .
  • Use of IT tools and Web 2.0 software (LinkedIn, Facebook, etc.)

Job specifics

  • Position based in MSF Dakar (Senegal) with 30% of travel planned in the field/on mission. The final selection will depend on the employability of the shortlisted candidate (residence, work permit, etc.).
  • Position lasting 1 year (full time)
