The Organization

Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul and is currently working in four provinces: Badakhshan, Samangan, Ghor, and Daykundi. We also work through partners in nine others: Herat, Faryab, Jawzjan, Sar-i-Pul, Balkh, Bamyan, Takhar, Khost and Paktya for nearly 4 decades, Afghanaid has developed its thematic expertise and the capacity of its staff in correspondence with the evolving needs of the country, international best practice, and opportunities for innovation. Our work supports four pillars of sustainable development: providing basic services; strengthening sustainable livelihoods and food security; climate change and disaster risk reduction, and emergency humanitarian assistance. Three guiding principles are mainstreamed in all our work to ensure its contribution to sustainable development: gender and inclusion, good governance and community development, and conflict mitigation and peacebuilding.

The Consultancy Assignment:

In the line with Afghanaid’s existing 5-year strategy and in close collaboration with the Human Resources Department, the Talent Management Consultant will develop a Talent Management Strategy and Implementation Plan. This will be tailored for attracting, developing, and retaining talent.

The consultant will also provide guidance on how best to manage the performance of individual employees or teams within Afghanaid, and will share ideas on improving recruitment processes and enhancing managers’ skills on how to better motivate and engage their teams.

The overall objective of the consultancy

We are looking for a Talent Management Consultant to provide consultancy services to our HR (Human Resources) team and help us attract, develop, and retain the best talent. The ideal candidate will have experience in all aspects of talent management, from recruiting and selection, to performance management and succession planning. He /she will be a strategic thinker with the ability to find creative solutions to complex problems.

The Talent Management Consultant will be a trusted advisor to senior HR staff, providing them with the insights and tools they need to make the best decisions for the staff at Afghanaid.

Service Provider’s Deliverables:

The Talent Management Consultant will:

  • Conduct a comprehensive analysis of the organization’s talent management system to identify opportunities and challenges, and will provide recommendations for improvement;
  • Review Afghanaid’s current recruitment, retention and performance management processes and will recommend improvements;
  • Advise Afghanaid on talent management best practices including recruiting, selecting, and performance management; and
  • Recommend an implementation plan which should include:
    • Employee performance assessment processes and training needs and development opportunities in compliance with Afghanaid’s organisational standards;
    • Relevant to applicable HR policies and procedures to improve employee engagement, performance and retention;
    • Employee training programs to enhance job performance;
    • Record-keeping in order to identify trends and issues that may impact productivity and safety;
    • Recruitment strategies to attract employees with appropriate skill sets;
    • Customized talent management solutions which address specific needs of individual staff members;
    • The development and deliverance of presentations/workshops to the Afghanaid HR Team on the subject matter ;and
    • Any other expert guidance on relevant aspects of talent management

Expected Outcomes

The Talent Management Consultant will deliver:

  • A preliminary report outlining the methodology used, an analysis of current practices, and recommendations for improvements within our talent management system;
  • A draft of a talent management strategy outlining priorities for, but not limited to developments in recruitment, selection, employee performance assessment and development;
  • A SMART action plan for achieving the proposed strategy;
  • Presentations and workshops to the Afghanaid HR Team on the proposed strategy and action plan; and
  • A final written report within the agreed timeframe.

Methodology:

The consultant/s shall use interactive, participatory and collaborative approaches in deliverance of the training and will provide tips on how to use best practices of T&M in Afghanaid.

The consultant should also provide opportunities for the HR team to discuss and familiarise themselves with current and practical examples related to the subject matter.

Reporting Line:

The consultant will report to Afghanaid’s Deputy HR Director.

EXPERTISE REQUIRED

The Talent Management Consultant will have:

  • Master’s degree in Human Resources, business, or a related field;
  • PHR or SPHR certification;
  • Experience working in a consulting role;
  • Experience with change management;
  • Knowledge of Talent Management software systems;
  • 10+ years’ experience in human resources, talent management, or a related field;
  • Proven track record of designing and implementing successful talent management programs;
  • Exceptional project management skills with an ability to manage multiple projects simultaneously;
  • Strong analytical skills and experience using data to drive decision making;
  • Excellent written and verbal communication skills; and
  • Ability to build relationships and exert influence at all levels of an organization.

International and National Individuals/Firms that meet the above requirements should submit an Expression of Interest, which should include the following:

  • A cover letter including the individual resource person’s/firm’s suitability for the assignment and current contact information;
  • A Technical and Financial proposal;
  • Documents supporting evidence of required qualifications, including samples of written reports relevant experience and a CV of the applicant who will directly undertake this assignment;
  • A detailed work plan including the aforementioned proposed tasks with breakdown of budget; and previous experience references for a reference check.
