SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been helping populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over 20 countries, SI’s teams, 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc., intervene with professionalism and commitment while respecting cultures.

The mission

The Solidarités International (SI) mission in Chad and Cameroon, named Tchameroun, merged in 2021.
Its coordination is based in Yaoundé. It is composed of members of six departments – programs, SERA, grants, human resources, finance and logistics – and a country director. SI Tchameroun also has three field coordinators (CT).
SI Tchameroun is present in the Lac, Ouaddaï and Sila regions of Chad, in the Far North (EN) of Cameroon, in N’Djamena and Yaoundé. The mission receives humanitarian (CDCS, ECHO, BHA, PRM, HCR) and development (AFD, DUE) funds. It currently carries out emergency assistance, livelihood strengthening and access to water, hygiene and sanitation (WASH) projects.

Bases and sub-bases: 7 including 5 operational, Makary, Maroua, Baga Sola, Adré and Goz Beïda. The coordination offices are located in Yaoundé and N’Djamena. Several life bases exist in the intervention regions.

This recruitment notice concerns the position of logistician for the Baga Sola base, in the Lac province, a position resulting from the split of the log-admin position.
The Baga Sola base has approximately 15 employees.

The context of intervention in the Lake region of Chad is characterized by the presence of organized armed groups, clashes between groups and with security forces, intercommunity conflicts, acts of predation and the presence of improvised explosive devices. Humanitarian actors have not been targeted by attacks to date.
Armed clashes and climatic hazards cause many people to move.
The city of Baga Sola is known to be calm. Acts of crime are sometimes noted there.
For all movements on the ground, in the intervention locations, security checks must be precise and meticulous, and means of communication efficient.
The authorities are vigilant about humanitarian activities. It is essential to maintain good relationships and respect the rules relating to the communication of information on activities.

Description of the offer

The logistician is responsible for the implementation and supervision of all logistics activities on his/her assigned base.

He/She organizes logistical support for programs in compliance with Solidarités International and donor procedures. He/She is a driving force for proposals from the logistics side in the development of activities. He/She supports logistics teams in developing their capacities. He/She assists the field coordinator in implementing safety rules. He/She is the preferred contact for the field coordinator and the logistics coordinator for all questions related to logistics in his/her area of ​​intervention.

SPECIFIC ISSUES AND CHALLENGES

– Be autonomous in logistics management (compliance with procedures, management of supplies, stocks and equipment) and updating of logistics tools.
– Train the log team (aim for skills development).
– Negotiate the best services with suppliers.
– Support the (re)structuring of the base, according to donor feedback (suspension of US funds, continuation or not of projects, etc.); be a force for proposals for the improvement of the department.

PRIORITIES FOR THE FIRST 2-3 MONTHS

– Administrative management of vehicle-related documents (log book, contracts, insurance, registration, etc.) and consolidation of monthly consumption relating to the vehicle fleet.
– Appropriation and mastery of budget monitoring tools related to logistics.
– Updating and efficient monitoring of fuel management.

Formation :

Higher education in logistics

EXPERIENCE IN THE HUMANITARIAN SECTOR: 3-4 years
EXPERIENCE IN EQUIVALENT POSITION: 3-4 years

SI will offer you the following conditions

Based on experience, from: 2310 euros gross per month, or: 2100 €

basic salary + 10% annual leave allowance paid monthly + monthly per diem.

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 450,000 CFA francs.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

Living conditions: Baga Sola is one of the main localities in the Lac region of Chad, located about 400 km west of N’Djamena, accessible by plane and road. Living conditions are simple and basic. There is a market with basic products and few leisure areas.
The log base is one of three expatriates for SI in Lac, with the CT and the admin base. Many international NGOs and United Nations agencies have an office in Baga Sola.
The Baga Sola hospital provides care for common illnesses without complications. In the event of a more serious health problem, a transfer to the Bol regional hospital or a structure in N’Djamena can be organized.
