Acted Tchad
Acted has been working in Chad since November 2004 and in Lac since 2011 where it carries out emergency and resilience interventions with refugee, displaced, returnee and vulnerable host populations.
Acted Tchad has over 130 employees and directs its operations from its national coordination base in N’Djamena.
With a regional coordination base in Bol and a sub-base in Daboua, ACTED’s programs are currently taking place in the departments of Mamdi, Fouli and Kaya, in the Lake Chad Province. ACTED’s strategy combines an emergency response within the Rapid Response Mechanism (RRM) consortium through food assistance (food/cash and non-food distribution programs, nutrition) and shelter; and support for early recovery through malnutrition programs and multi-sector approaches in Water, Hygiene and Sanitation (WASH), emergency education (EiE), disaster risk reduction (DRR) and capacity building. existence.
Main role and responsibilities
The Surveys, Monitoring, Control and Evaluation Country Manager is responsible for the development and implementation of an appropriate and viable survey, monitoring, control and evaluation system in line with the MEAL (Monitoring, Evaluation, Accountability and Learning) procedures of Acted’s global strategy and ensures that Acted’s projects and programs are carried out as planned.
Main Responsibilities:
Coordination of MEAL activities
- Develop and regularly update the country MEAL strategy;
- Develop and regularly update a MEAL work plan gathering all ongoing projects and planned MEAL activities;
- Develop and oversee the implementation of appropriate data collection and analysis tools, methodologies (research questionnaires, focus groups, key informant interviews, etc.) and data dissemination/use plans. data/information;
- Oversee the development, ongoing changes, strengthening and operation of data management at the country level;
- Oversee data analysis and production of MEAL reports;
- Oversee the input of data to Project Development teams for use in the preparation of reports to donors and other key stakeholders, as needed;
- With the collaboration of the Coordination, trigger the necessary surveys on the needs in order to ensure the relevance of the project proposals;
- Contribute to donor project proposals and funding efforts (particularly logical framework design and formulation of SMART indicators) and reports, through analysis and interpretation of findings;
- Provide, if relevant, to the partners involved and to the other institutions supported by Acted an awareness and competence in terms of MEAL;
Management of MEAL department and team
- Ensure that department staff understand and are able to assume their role and responsibilities;
- Ensure a positive work environment and good team dynamics;
- Set up regular staff evaluations and monitor career development.
Skills building and training
- Identify training needs for the MEAL team, discuss plans with coordination and HR for internal and external training, and implement them in line with MEAL strategy and operational priorities;
- Coach, train and guide MEAL officers with the objective of strengthening their technical capacities, exchanging their knowledge within the MEAL team and providing them with advice for professional development.
Development of procedures
- Identify and design innovative practices to increase the effectiveness and efficiency of MEAL procedures and project management, and integrate them into the MEAL country strategy;
- Put in place MEAL policies and procedures as described in Acted’s MEAL procedure and ensure that the tools are used and applicable to the intervention context;
Capitalisation
- Contribute to the proactive dissemination and use of knowledge acquired through surveys, monitoring and evaluation (MEAL) activities among Project Managers, Technical Coordinators and Project Development Managers and Officers;
- Organize and facilitate training sessions in order to appropriate best practices and lessons when closing a project or when necessary;
- Document and share lessons learned and best practices and ensure that the knowledge acquired contributes to the improvement of projects and influences the strategic development of future projects and activities.
Implement the beneficiary complaint response mechanism
- Establish, evaluate and monitor the functioning of the beneficiaries’ complaints management mechanism (GMP) in line with Acted’s standard MGP procedures;
- Ensure that complaints / feedback from beneficiaries are correctly entered, analyzed, addressed and processed in a timely manner and used by the Program and Coordination teams;
- Oversee appropriate management of the central MGP database;
- Work on the understanding and ability of Acted staff, partners and contractors of MGP procedures.
Others
- Provide supervisors and other team members with regular timely updates on project progress and issues;
- Represent Acted at high-level forums nationally, such as in MEAL technical working groups;
- Participate when possible in conferences and workshops concerning MEAL and be up to date with best practices and new knowledge in the MEAL sector.
- Carry out any other associated activity entrusted by the direct manager.
Qualifications and skills required
- Higher degree in Political Science, International Relations, International Development, Economics or equivalent (anthropology, sociology, statistics);
- At least 2 to 5 years of experience in monitoring and evaluation of humanitarian and/or development projects;
- Experience in participatory evaluations and project cycle management;
- Excellent level of written and oral communication in French and English;
- Good organizational and communication skills with international and national staff and rural communities;
- Ability to coordinate and manage a team;
- Teamwork, ability to create team spirit and build skills;
- Flexibility, adaptability, organizational capacity, initiative.
Conditions
- Salary defined by the Acted salary grid according to the level of studies, expertise, level of security and level of experience: between 2800 and 3000 € net monthly (before income taxes)
- Monthly allowance for living expenses $300
- Guesthouse accommodation and food provided by Acted
- Transport to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
- Visa fees covered by Acted
- R&R every 3 months (plane ticket covered up to $500 + additional allowance of $200)
- A week of preparation for departure including 4 days of immersion safety training
- Possibility of having a 30-minute call with a tax consultant
- Psychological support (appointment with a professional)
