LOCATION: Based in Erbil, travel to governorates of the Kurdistan Region of Iraq (KRI): Duhok, Erbil, Sulaimaniya, and Halabja.

CONTRACT: 1 Year
KEY RESPONSIBILITIES
Reporting to the Project Manager, the Team Leader will lead on providing backstopping and hands-on technical supervision and support for the Project’s four work packages (WP), please see outline below;
- WP1: Enhancing the Managerial and Teaching Capacities of the Directorate of Training of Trainers Academy Kurdistan Region and VTCs, with a main focus on newly established VTCs in KRI.
- WP2: Design and implement short-term vocational training programmes.
- WP3: Placing vocational training participants into internships with employers.
- WP4: Design and execute a pilot of the Dual Vocational Training Scheme in KRI.
Responsibilities will include:
- Overall responsibility for the advisory packages of the contractor.
- Facilitation and supervision of WP 1.
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level.
- Design, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas: Inclusive and demand-based vocational training.
- Responsibility for taking cross-cutting themes into consideration (for example, gender equality).
- Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
- Ensuring that monitoring procedures are carried out.
- Regular reporting in accordance with deadlines.
- Responsibility for checking the use of funds and financial planning in consultation with the EPSI focal points.
- Ensuring that security concepts and communication with GIZ’s risk management are in place and adhered to (especially by international staff).
- Any other task as assigned and agreed upon with the project manager.
PERSON SPECIFICATION
Education/training:
- University degree (Master’s or equivalent Diploma) in Education, Technical and Vocational Education and Training (TVET), Educational Management, Organisational Development or International Development.
Language:
- Knowledge of English, C1-level in the Common European Framework of Reference for Languages.
General professional experience:
- 9 years of professional experience in Technical and Vocational Education and Training (TVET)
- 6 years of professional experience in organisational development
Specific professional experience:
- 6 years of professional experience in capacity development of TVET personnel
- 5 years of professional experience in designing, facilitating or implementing dual TVET approaches
Leadership/management experience:
- 7 years of project management experience or management in companies or other organisations with disciplinary leadership responsibility for 5 people
- One reference of a leadership position in a project of 2 Mio. EUR budget
International professional experience outside the country/region of assignment:
- 7 years of professional experience in one country outside the Middle East
Professional experience in the country/ region of assignment:
- 3 years of professional experience in the Middle East
