Team Leader, Final Performance Evaluation of Peacebuilding, Stabilization, and Reconciliation Activity

Project Objective

On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to SI. The Peacebuilding, Stabilization, and Reconciliation (PSR) program is a five-year activity, which is implemented in 43 communes in the Center and North of Mali. The purpose of this activity is to improve prospects for long-term peace, security, and reconciliation by building trust between conflict-affected communities and their government, strengthening the ability of communities to mitigate and manage conflict, prioritize, and implement their community’s most pressing development needs, and empowering marginalized youth as change agents. The initial goal is to see measurable improvement in the efficiency, effectiveness, and capacities of the local communities to be more resilient to conflict and violent extremism by the end of this contract.

Position Description

SI is seeking a Team Leader (TL) to lead the Final Performance Evaluation of the PSR Activity. This position requires field visits within Mali. International candidates who meet the specified qualifications are encouraged to apply. The tentative period of performance (POP) for this position is March – July 2023 and the expected level of effort (LOE) is 60 days.

Responsibilities

Under the supervision of the MEL Platform Chief of Party (COP) in Mali, the TL will work directly with the evaluation Project Director (PD) at SI-HQ, and the Assistant Team Lead (ATL) at the field level to design and implement the evaluation.

The TL is ultimately responsible for the overall management of the evaluation team and final products, including the timely production of high-quality deliverables associated with this evaluation in conformity with this Scope of Work (SOQ). Responsibilities include:

  • Lead the development of the desk review, the evaluation design including methodology, instruments, and work plans, the inception report
  • Perform desk review and identify additional information required for analysis
  • Coordinate and oversee the evaluation team members locally hired to conduct data collection for the evaluation
  • Perform analysis from the data collected
  • Coordinate the work of the local data collection firm mobilized to support data collection including in hard-to-reach areas
  • Provide technical review of the data collection firm’s processes for cleaning qualitative and quantitative data
  • Lead the preparation and presentation of the evaluation design, key findings, conclusions, and recommendations to USAID together with the evaluation team;
  • Plan the evaluation, coordinate the evaluation implementation, assign responsibilities and tasks, and author the final evaluation report
  • Write the draft evaluation report with support from the team members, taking into consideration feedback from USAID & MEL Platform after presentations and workshops
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise

Qualifications

  • Experienced evaluation expert, with a documented track record of 10 years of experience in evaluation
  • Master’s degree in social science or related fields
  • Advanced knowledge and skills in program performance and/or impact evaluation and/or research/special studies design, methodology, and processes
  • Demonstrated experience designing and evaluating governance sector activities
  • Experience in directing qualitative and quantitative data collection and analysis
  • Excellent analytical skills and demonstrated expertise in planning, facilitation, and consensus building
  • Excellent interpersonal skills, including experience successfully interacting with USAID, Implementing Partners (IPs), host government officials, civil society partners, and other stakeholders
  • Work experience with USAID will also be an asset
  • Excellent team leadership and management skills, and excellent organizational skills and ability to keep to a timeline.
  • Full professional-level English (writing, speaking, and reading) required
  • Proficiency in French strongly preferred
