In Liberia, SI supports IBI to implement the USAID-funded Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting.

Project Objective:

USAID/Liberia has engaged DELTA to conduct a conflict assessment for Liberia. The purpose of the assessment in Liberia is as follows:

· Update USAID/Liberia’s understanding of current, emerging and potential conflict dynamics and vulnerabilities,

· Identify impacts of potential conflict and possible programming approaches to prevent, manage and mitigate conflicts; and

· Inform implementation of USAID/Liberia’s 2019-2024 Country Development Cooperation Strategy (CDCS) through conflict-sensitive programming.

· Inform and consider possible cross border (e.g. Guinea, Sierra Leone, Ivory Coast) issues that could increase the likelihood of conflict (e.g.maritime issues, health issues, elections).

The intended outcome of the assessment is:

  • (1) to improve the USAID Mission’s understanding of the drivers and mitigating factors of conflict in Liberia, and
  • (2) (2) to provide USAID with recommendations for providing assistance in such a way as to effectively prevent, manage, or mitigate violent conflict, or at minimum do no harm.

The estimated start date will be April 1, 2022 through September 30 2022. The estimated LOE will be 60 days.

Position Description:

SI is seeking a Team Leader who will be responsible for the overall management of the assessment team’s effort. Under the technical leadership of the DELTA DCOP, The Team Leader will be working alongside three Liberian subject matter experts in Liberia’s conflict and regional contexts and team members from USAID. The Team Leader will consult with and facilitate input from all team members throughout the duration of the assessment, including during the desk study, fieldwork, briefings, and report writing.

Expected deliverables:

· Desk Review report of existing research and literature on the country

· Report on initial remote/virtual data collection and initial analysis of dynamics

· Fieldwork plan

· Revised Key questions and lines of inquiry

· As needed, revised protocols and priority regions for in-person data collection

· As allowed, in-person interviews, focus group consultations, structured observations, and similar exercises to collect and process information about the conflict

· Briefing at the end of the field work

· Draft and final report

Responsibilities:

  • The Team Leader will oversee and lead on major assessment activities, including the assessment design, methodology development of instruments, data collection, synthesis of data and formulation of conclusions, and preparation of final report with team contributions.
  • Provide leadership for the team and coordinate activities as necessary.
  • Coordinate with USAID/CVP and USAID/Liberia.
  • Oversee the teamwork plan and ensure all team members are contributing expertise and technical inputs.
  • Perform desk review and identify additional information required for analysis.
  • Schedule and interview key stakeholders and beneficiaries.
  • Coordinate team’s ongoing analysis of qualitative and quantitative data.
  • Lead the preparation and presentation of the Inbrief and Outbrief to USAID/Liberia and other stakeholders as requested.
  • Write the draft Assessment report with support from the team members, taking into consideration feedback from the Outbrief presentation.
  • Respond to USAID comments on the draft report and prepare a final report.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.

Qualifications:

  • Minimum of five years of experience leading and conducting conflict assessments with mixed-methods data.
  • Strong background in designing or managing development assistance programs international conflict with West Africa expertise.
  • Must have experience applying USAID CAF 2.0 methodology
  • Must have familiarity with a ‘Do No Harm’ (or conflict sensitivity) framework.
  • A Master’s degree in international conflict resolution, research, or related field.
  • Experience in preparing persuasive, well-written technical reports and making verbal presentations, explaining issues in a clear and concise manner.
  • Experience facilitating and providing leadership in collaborative and participatory research with multiple stakeholders.
