Team Leader, Mid-Term Evaluation for the Continuity of Learning; Haiti Evaluation and Survey Services Plus (ESS+) Activity At Social Impact

Project Objective:

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI)The Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partner with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a Mid-Term Evaluation for the Continuity of Learning (COL) Activity. The objective of the Activity is to improve foundational skills in reading, literacy, and social emotional learning by building and strengthening the capacity of teachers, schools, and communities with appropriate support for learners ages six through twelve (grades 1 through 4) to benefit from a resilient education system that delivers uninterrupted access to a safe, quality education.

The purpose of the Mid-Term Evaluation is to assess implementation and results of programming during Phase 1 and inform implementation of Phase 2 and decision-making moving forward. In addition, the evaluation will assess the relevance of programming to original objectives and whether the intended outcomes are appropriate for the (current) Haitian context.

Position Description:

Haiti ESS+ is seeking a Team Leader (TL) consultant to lead all technical and management aspects of the COL mid-term evaluation. The Team Leader will be expected to work closely with an Assistant Team Leader, subject matter expert on education, the local data collection firm or data collection teams, the Haiti ESS+ team as well as the SI headquarters project management team to ensure quality and timely deliverables. The evaluation level of effort is approximately 10 – 12 weeks (from 60 to 72 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis. The Team Leader will not be required to travel to Haiti.

Roles and Responsibilities:

  • Manage and lead the team in a respectful and transparent manner, ensuring achievement of deliverables during the mid-term evaluation.
  • Provide quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis.
  • Coordinate the mid-term evaluation implementation, analysis, and author the final report.
  • Assign evaluation responsibilities and tasks among team members.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected.
  • Lead and be responsible for all data analysis, including coordination, providing oversight,ensuring data quality, and ensuring that all quantitative and qualitative data analyses are done to meet the needs for this evaluation.
  • Take ultimate responsibility for writing all reports associated with the project including, but not limited to the combined inception and evaluation design (including tools) as well as the draft and final reports in conformity with SI and USAID regulations, and the scope of work.
  • Manage all deadlines and records maintenance—including, but not limited to, collecting, and managing quantitative data, producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.

Qualifications:

  • At least 10+ years of experience in education, including experience in evaluation of education projects and/or implementation of education activities in developing countries.
  • Must hold a master’s degree in education, economics or other related fields.
  • Demonstrated experience in a Team Leader role for a USAID-funded evaluation, managing multicultural teams remotely
  • Experience evaluating education projects with the objective of improving early childhood education literacy and social-emotional learning (SEL) skills through building and strengthening the capacity of teachers, schools, and communities with appropriate support for learner.
  • Demonstrated experience leading education project/program aiming at improving quality of education systems, utilizing both quantitative and qualitative methods.
  • Expertise in qualitative methods and ability to analyze monitoring data (basic descriptive statistics and quantitative analysis)
  • Experience leading performance evaluations in conflict or insecure settings where traditional education systems and school calendars have been interrupted preferred. Haiti experience is plus.
  • Excellent skills in planning, facilitation, and consensus building
  • Proven leadership and organizational skills to successfully support the Team.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Fluency in English. Proficiency in written and spoken French. [Kreyol is highly desirable].
  • Excellent writing skills, including experience writing evaluation and/or assessment reports.
