Proposal Summary:

The purpose of the evaluation is to examine the effectiveness of the MCC’S Cote d’Ivoire Skills for Employability and Productivity project activities, determine whether the project has achieved the planned results, identify successes and gaps in performance against targets, and provide information on whether the project has had unintended consequences.

Position Summary:

The Team Leader will oversee and manage a full, evidence-based and independent performance evaluation of the MCC Cote d’Ivoire Skills for Employability and Productivity Project. The Team Leader will work alongside subject matter experts to implement all stages of this evaluation, including literature review and work planning, data collection and analysis, and reporting against findings, conclusions, and recommendations.

Responsibilities:

  • Orient the team, determine the materials and logistics necessary to complete the task, and coordinate team contributions, working under the guidance of the MSI Task Manager.
  • Review documents provided by MCC and other stakeholders and determine how this information will feed into the work plan design, data collection, and analysis.
  • Guide work plan development in coordination with team members, including methodology to address research questions, stakeholders to be interviewed, and data collection tools (surveys, interview guides, discussion guides and other tools).
  • Identify and conduct interviews with relevant stakeholders, as requested.
  • Lead evaluation report development, coordinating other team members’ contributions and integrating comments as needed.
  • Present findings to MCC and other stakeholders as needed.

Qualifications:

  • Master’s degree required in education, evaluation, research, or a related field.
  • Demonstrated understanding of TVET public-private partnership models in low-income country settings preferred, through previous program or evaluation experience.
  • At least five years of experience managing evaluations of bilateral or multilateral donor projects, including experience conducting informant interviews and using other social research tools, MCC experience preferred.
  • Prior work experience in Sub-Saharan Africa required, Cote d’Ivoire highly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English, proficiency in spoken French required.
