Background

SoCha intends to submit a proposal to provide monitoring and quality assurance services for Swiss-funded development and humanitarian projects in Ukraine, including providing Third Party Monitoring (TPM) services. The three strategic areas of focus relevant to the evaluations will be:

  • Economic Recovery.
  • Public sector service support and reform.
  • Protection of civilians.

Overall services provided under this project will include monitoring 10-15 projects annually, undertaking Partner Risk Assessments (PRAs), providing procurement audits, delivering semi-annual monitoring reports, and organizing bi-annual events focusing on Monitoring, Evaluation, and Learning (MEL) to reflect on the findings.

SoCha seeks a highly qualified individual to fill the role of Team Leader. The position will be based in Ukraine and is contingent on contract award and approval. SoCha will be recruiting for two Team Leader roles, one for Lot 1 (focusing on the overall TPM services mentioned above) and another one for Lot 2 (focusing more so on TPM of private sector activities).

Scope of Work

The Team Leader will provide technical leadership of this assignment throughout all stages of work. He/she will ensure all deliverables are completed with high adherence to quality standards. The Team Leader will work closely with project team members and SoCha home office technical staff. He/she will fulfill the following responsibilities:

  • Provide technical guidance and inputs for the design, implementation, and oversight of the project.
  • Demonstrate leadership in providing timely and effective communications with enumerators and all project team members, ensuring they have necessary tools and resources to carry out tasks effectively.
  • Oversee the development/refinement of the TPM methodology including the design, sampling strategy, and data sources.
  • Conduct desk review of implementing partner reports, program documentation, and other relevant documents.
  • Conduct site visits to observe program implementation.
  • Lead the utilization of quantitative and qualitative research and evaluation methods to analyze relevant data.
  • Factor cross-cutting themes including gender, climate, and governance in project analysis.
  • Provide relevant information and updates on the current developments related to development and humanitarian programs.

Minimum Qualifications and Experience

  • An advanced university degree in political or social sciences, economics, development studies, or a related field.
  • At least eight (8) years of relevant experience in management of development and humanitarian programs and specifically in MEL-related aspects of program management. Relevant experience in Ukraine preferred.
  • Experience managing a team comparable in size and scope as well as field teams.
  • Demonstrated experience in at least two of the following thematic fields of Swiss intervention i) economic recovery, ii) public sector service support and reform, and iii) protection of civilians; and ideally cross-cutting themes including gender, climate, and governance.
  • Prior experience working in TPM projects, ideally in Ukraine.
  • Experience in data analysis and management.
  • Professional communication skills and strong proficiency in written and spoken English. Fluency in Ukrainian is an additional asset.
