The American Bar Association Rule of Law Initiative ( ABA ROLI ) was created in 1990 as a public service project by the American Bar Association to promote the rule of law worldwide. Since then, ABA ROLI has implemented legal reform programs in more than 100 countries and has sought to strengthen legal institutions, support legal professionals, foster respect for human rights and promote public understanding of the law and citizens’ rights. In partnership with government agencies, the judiciary, lawyers, lawyers’ associations, legislatures and civil society, ABA ROLI develops programs that meet local needs and prioritize sustainable solutions to urgent challenges of the rule of law.
Program history
The “Public Awareness Program on Combating the Financing of Terrorism in South America” increase the capacity of the communication and press departments of the criminal justice sectors and financial institutions in Argentina, in Brazil and Paraguay to promote public awareness of the risks and realities of money laundering, terrorist financing and organized crime ( CLD / CFT ) in TBA, demonstrating how daily activities can involuntarily contribute to related crimes.
Schedule of activities and job description
The following terms of reference provide for 7 objectives to be developed in Brazil. The team of participating consultants must present a technical and commercial proposal for all 7 objectives to be achieved in Brazil ( separate proposals for each objective ) will not be accepted.
Objective 1: Development of communication campaigns for institutions and associations of public and private financial entities on prevention and sanction of CLD / CFT. ( Duration: 4 months )
The team of consultants, in alliance with the work teams that will form the Program and the communication departments of public and private beneficiary institutions, will prepare communication campaigns on CLD/CFT that institutions may distribute to their members and customers.
Although the main objective of the campaign is the same for all institutions
( raise awareness among employees and / or customers about CLD / CFT threats to communities, the country and the region and their repercussions for those involved in this crime chain ), it will have the same KV and the same claim, but adaptations will be made based on the requirements and specifications of the institutions in accordance with local CLD / CFT laws. Each institution will have ownership of the materials developed ( brochures and brochures ), which will allow them to use the material in future communication strategies and campaigns.
ABA ROLI will work with institutions to monitor and assess the impact of campaigns.
Objective 2: Develop communication campaigns for security and justice institutions, such as the National Police, the Public Ministry and other relevant institutions, on the prevention and punishment of CLD / CFT. ( Duration: 4 months )
The team of consultants, in alliance with the work teams that will form the Program and the communication departments of public justice and security institutions, as well as private institutions, prepare communication campaigns on CLD / CFT that institutions can distribute to their members and customers.
This campaign will have the same purpose as the Objective 1 campaign and will be adapted according to the priorities of each beneficiary institution. Each institution will have ownership over the campaign adapted to its graphic guidelines, which will allow them to use the material for future communication strategies and campaigns.
ABA ROLI will work with institutions to monitor and assess the impact of campaigns.
Objective 3: Conduct instructor training for financial and justice institutions to strengthen their communications on CLD / CFT. ( Duration: 20 days ) Obs: consider the training preparation time in the calculation
The team of consultants will carry out 4 5-day training sessions, 2 for the communication departments of the beneficiary financial institutions and 2 for the communication departments of the justice institutions benefiting from the Program. At least one training per sector will be carried out in person. The training will have two main objectives:
- Based on the technical inputs provided by the institutions, design learning modules on communications management to be carried out at CLD/CFTs that will allow institutions to develop learning tools for guidance plans for new employees.
- Improve institutional tools and skills to update CLD / CFT awareness campaigns regularly and with their own resources.
- Provide knowledge to the communication areas of the beneficiary institutions so that they can develop their own training and guidance plans for new employees ( Observation: this material will be presented by the training teams as part of the final work of the Training of Trainers ).
Important: After the end of each training for the institutions of each sector ( financial and justice ), the Consultants team will continue to support the beneficiary institutions on a continuous and remote basis, for a period of 4 weeks, in order to support the realization and finalization of products planned and agreed during training.
Objective 4: Design and implementation of training workshops for communication areas and spokespersons for public and private entities on how to deal with CLD / CFT issues in the press. ( Duration: 6 days ) Obs: consider the preparation time of the workshops in the calculation
The team of consultants will conduct 3 virtual communication workshops for 2 days each, for the communication and press departments of financial institutions and law enforcement agencies on how to communicate and interact with the press in contexts related to investigations and cases of CLD / CTF. ABA ROLI recognizes the importance of effective communication with the media to share relevant information with the general public and for them to be processed and understood effectively.
As part of this training, the team of consultants will develop an information document that will be provided to beneficiary entities so that they share with the media and the press, which will allow communication departments and the media to have a better understanding of the CLD / CTF when sending messages to the public during their press and dissemination activities.
Objective 5: Design and programming of a micro site to allow communication with the public about CLD / CFT. ( Duration: 4 months )
The team of consultants will develop a micro website that will be managed by public sector authorities linked to combating money laundering and terrorist financing. The online platform will be a tool for the general public to inform themselves and clarify doubts and concerns about CLD/CFT and will serve as a communication platform for police authorities to promote actions and advice to prevent involuntary participation in related crimes. Note: the ownership of the product will be assigned to the entity selected by the Program so that it manages and updates as needed.
Objective 6: Design and implementation of Strategic Communications Mentoring for Communications Areas of public and private entities, so that these areas can develop an annual plan on the management of their CLD / communications/CFT. ( Duration: 3 months )
The consultancy team will guide members of the communication departments of public and private institutions in the financial and justice sectors in their communication strategies and institutional objectives to reach a more broad and diverse. Throughout this guidance, the consultancy team will support the development of a strategic communication plan for each department, which will serve as a basis for communicating with the public about long-term activities related to the CLD / CTF.
The team of consultants will provide strategic support to help communication professionals from these agencies to incorporate strategic communication principles around CLD / CTF awareness. As a result of this activity, the consultant will guide the teams in developing a communication plan for each beneficiary entity. This plan will connect the public awareness objectives of financial and police institutions that fight CLD / CFT with communication activities, incorporating schedules, resource allocation and responsibilities.
The plan should also include an analysis that will connect target audiences to communication channels and help develop the analysis needed to optimize communication campaigns.
Objective 7: Develop a series of CLD / CFT communication guides for distribution in the relevant sectors. ( Duration: 4 months )
The team of consultants will develop a series of communication guidelines for segments of society that may be providing involuntary financial support to terrorist organizations. These guides will incorporate clear messages about alternative actions that the public can take to avoid involvement, as well as about existing channels for reporting suspicious financial activities. ABA ROLI aims to reach specific sectors of society to support the fight against activities related to CLD / CFT.
These guides will be delivered to financial and justice institutions to present to their respective beneficiaries. The institutions and companies that will have a specific communication guide are:
- Economists, accountants’ associations, agents and real estate agencies;
- Banks, securities companies, insurance companies, financial services companies, etc.;
- Art galleries, jewelry, pawnshops, car dealerships and casinos;
- Non-governmental organizations; and
- Lawyers and notaries.
Final report detailing the 7 objectives of the consultancy.
The agency or the consultancy team must deliver a final report that includes a detailed account of the process of achieving the 7 objectives developed in this consultancy. The report must be written in Spanish and English.

Professional experience working with public and private entities in programs/activities related to combating terrorist financing, money laundering and/or organized crime (desirable).

- Master’s Degree in Communication Sciences and/or Education.
- At least 5 years of experience in training communication teams in public and private institutions.
selection criteria
The selection of the consulting firm will be based on the following criteria (weights in parentheses):
- Technical proposal and its adaptation to the call for proposals – 25%.
- Experience of the agency or consulting team, qualities and competence of the team – 45%.
- Financial proposals – 30%
