Context

The Internal Displacement Monitoring Centre (IDMC) is a global center of expertise established in 1998 to monitor and report on the situation of people who become displaced within their own countries. IDMC curates and analyses data from a wide range of sources, provides insight into the risk, scale, causes, and impacts of the phenomenon, and supports partners around the world in identifying and implementing solutions to it.

IDMC launched a new 10-year strategy in October 2020. Under its new vision, IDMC plans to continue improving knowledge and understanding of internal displacement as a global humanitarian, development, and peacebuilding priority. In addition, it will cater to the growing demand for support and advice by strengthening capacities and supporting countries in learning from one another. IDMC will also advance nationally-owned solutions grounded in international standards and good practice, and align its objectives with the 2030 development agenda, mobilising political and financial commitment commensurate with this vision.

Under the second pillar of the strategy, IDMC plans to respond to governments’ requests for support by deploying dedicated capacity and expertise on data methods and standards, displacement risk analysis, and policy and progress monitoring, with a view to improving countries’ national systems to measure, report on and address internal displacement. During the first pilot phase (2021-2024), IDMC will work in a select number of countries. This new area of work will then be grown gradually to continue meeting new demand, and as IDMC consolidates its own internal expertise and mobilises new sources of income to support it.

To do so, IDMC is seeking to recruit a senior, dynamic, hands-on, and results-oriented Technical Adviser to oversee all of IDMC’s country support activities.

What you will do

You will oversee all of IDMC’s country support activities and ensure the successful rollout of the first phase of implementation. Working in close collaboration with IDMC’s Director, Special Adviser to the Director, and Head of Programmes, you will be responsible for developing a dedicated institutional strategy and workplan for this area of work, for coordinating the delivery of IDMC’s technical support to countries and overseeing all of IDMC’s activities in this regard.

What you will bring

  • Master’s degree or equivalent in demography, statistics, political science, international diplomacy, international development, displacement and migration, disaster risk and climate change, or related field;
  • At least 10 years’ experience working in a technical advisory capacity and delivering support to governments or UN agencies;
  • Proven experience developing country-level engagement strategies and managing teams, projects, budgets and workplans;
  • Proven skills in analysing demographic and population data and supporting the development of official statistics;
  • Excellent diplomatic, networking and communication skills, and proven experience interacting comfortably with senior representatives of governments, UN, and regional and multilateral organisations, including in politically sensitive contexts;
  • Experience in documenting methods, standards and practices in data collection and analysis an asset;
  • Fluency in English and either French or Spanish, both written and verbal.
  • Strong quantitative and qualitative analysis skills and proven experience of displacement or migration data methods and approaches;
  • Outstanding presentation and writing skills;
  • Knowledge of human mobility issues in the context in conflict, generalised violence, disasters and climate change, or development;
  • Proven ability to document data collection and analysis methods and tools;
  • Proven ability to convey complex problems in accessible concepts and terms, both verbally and in writing and to adapt language and messaging to different audiences.
