Job type and duration: Full-time employment, January – July 2023, possible renewable option

Job location: St. Lucia or other OECS country

Salary level: The salary level will be based on qualifications, experience & GIZ regulations.

  1. Information on the Global Carbon Market Project (GCM)

The Global Carbon Market (GCM) project supports partner countries using flexible carbon pricing mechanisms and other market-based instruments for climate change mitigation at national and regional levels. The project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK). The project focuses on new cooperation mechanisms under Article 6 of the Paris Agreement (PA) and the voluntary carbon markets.

  1. Responsibilities

The advisor is responsible for

  • contributing to conceptual development of the project,
  • managing the activities, in line with the project’s objectives and activities and in close agreement with the Head of the Component,
  • providing advisory services to the respective partner institutions,
  • coordinate with national, regional and international stakeholders,
  • contribute to innovation, knowledge management and transfer.

The Technical Advisor performs the following tasks:

The advisor

  • engages with national and regional institutions, private sector, development partners and other key stakeholders to facilitate project implementation,
  • provides technical support to partner institutions on international climate policy, cooperative approaches under Article 6 of the Paris Agreement and carbon pricing instruments for climate action in general,
  • plans and monitors activities and outreach according to the overall project planning and management tools in cooperation with the Global Carbon Market team and in close consultation with counterparts,
  • contributes to preparing and implementing the coordination process,
  • supports the design, preparation and implementation of workshops, trainings, and other events on issues connected with the project’s area of activity,
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
  1. Networking and cooperation

The advisor

  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with relevant organisations, non-governmental agencies and the private sector in the project environment and with other projects to improve and maintain good working relationships,
  • builds and maintains partnerships, engaging with national public institutions, regional organisations, international UNFCCC structure, representatives from the private sector and civil society, as well as planning and coordination of project implementation in the Caribbean,
  • establishes and maintains a network of actors in the field of carbon markets.

3. Knowledge management

The advisor

  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures,
  • draws up reports and presentation documents,
  • prepares appropriate input for various project reports, including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office,
  • assists with research activities and studies,
  • ensures knowledge transfer of the project information.

4. Other duties/additional tasks

The advisor

  • assists with general project planning and develops project concepts,
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting),
  • provides technical guidance to the team members on carbon market/pricing,

The above list of tasks is not exhaustive. In the limits of the resource framework, new

or different aspects may have to be taken up, either on assignment of the Head of

Component or following the requirements of the incumbent’s own professionalism.

  1. Required qualifications, competences and experience

Candidate must be an OECS citizen or be allowed to work in the OECS region.

Qualifications

  • Master’s degree in the field of economics, environmental science or another relevant subject

Professional experience

  • minimum 5 years professional experience in a comparable position in the field of climate policy and / or international development cooperation,
  • good knowledge of climate policy and climate finance context,
  • familiarity with the topics of carbon pricing, market-based climate protection instruments as well as Article 6 of the Paris Agreement is a strong asset,
  • knowledge of the regional institutional context regarding climate policy/finance,
  • ability to network, with government, development partners and private institutions,
  • excellent analytical, organizational and stakeholder management skills.

Other knowledge, additional competences

  • very good management and organizational skills, the candidate also preferably has previous experience in the planning and organization of events,
  • good working knowledge of ITC technologies (related software, phone, email, online meeting software and the internet) and computer applications (e.g., MS Office)
  • strong teamwork skills and ability to operate in a diverse and multicultural work environment as well as to think innovatively,
  • Fluency in English.
