Technical Advisor – Demand Generation and Community Engagement At Save the Children

The Opportunity

The U. S. Agency for International Development’s Office of Maternal and Child Health and Nutrition (MCHN) and Office of Population and Reproductive Health (PRH) issued Round-5 under the Moving Integrated, Quality Maternal, Newborn, Child Health and Family Planning and Reproductive Health (MNCH/FP/RH) Services1 to Scale (MOMENTUM) Annual Program Statement. Round-5 is focused on increasing the quality of health services to improve outcomes in maternal and child health, family planning, nutrition, WASH, and malaria prevention and treatment in Malawi.

The purpose of the USAID/Malawi MOMENTUM Activity is to support the Government of Malawi’s (GOM’s) efforts to reduce maternal, newborn, and child mortality through improved access and quality of health service delivery with particular focus on maternal, neonatal, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; water sanitation, and hygiene (WASH); and malaria prevention and treatment.

The Demand Generation and Community Engagement Technical Advisor will be responsible for ensuring that Community engagement and mobilization using an integrated Social and Behavior Change (SBC) framework under the MOMENTUM project is supported with quality technical inputs, driving the maternal and child survival breakthrough, and draw upon Health, Nutrition, and WASH strategic priorities. The role will lead strategy development and the technical design and implementation of high quality programmes that deliver change for children in development programming. The role supports national advocacy and influencing, while driving strategic partnerships for coordinated implementation of demand generation and community engagement activities. It contributes to the project’s learning agenda and supports dissemination particularly related to SBC and community engagement.

The role will work closely with project implementation teams and with partners in the MOMENTUM consortium, building their capacity and building ownership and agency of local organisations. This position will be expected to engage in close collaboration with the MOMENTUM Malawi team, MOH National, Zonal and District staff and other relevant Government Ministries, and other stakeholders including UN agencies, and key INGOs / CSOs. The position will provide overall technical leadership and coordination to SBC, and community mobilization and engagement activities in the project districts to improve provider-client interaction, RMNCAH behaviors, care-seeking, and strengthen community led initiatives to improve health.

In order to be successful you will bring/have:

Qualifications

Masters’ degree in Public Health or Behavioral Science or Communications or Community Development or related field or equivalent experience

Experience and Skills

• At least 7 – 10 years’ experience of working in Malawi in SBC/community engagement/community capacity strengthening in development settings.
• Understanding of the SBC frameworks in Malawi, and an understanding of the current MNCH, nutrition, malaria and WASH context.
• Familiar with health systems, and health service provision including community health and the engagement of civil society organisations.
• Demonstrated experience in participatory facilitation; community capacity strengthening; and SBC strategy development and implementation.
• Demonstrated experience using data and evidence to innovate, and enhance program interventions
• Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
